Full list and contents of 15 basic medical service packages provided by commune health stations in Vietnam according to the Circular 30/2024/TT-BYT

The following article will provide the content regarding the list and details of basic medical service packages implemented by the commune health stations as issued by the Minister of Health of Vietnam

On November 4, 2024, the Minister of Health of Vietnam issued Circular 30/2024/TT-BYT stipulating the list and content of basic medical service packages implemented by commune health stations, with effect from December 19, 2024.

What are included in the basic medical service package in Vietnam?

According to Article 2 of Circular 39/2017/TT-BYT, the basic medical service package includes the “Basic medical service package covered by the health insurance fund” and the “Basic medical service package for primary healthcare, preventive and health promotion”:

- The “Basic medical service package covered by the health insurance fund” includes technical services for examination and treatment as stipulated in Appendix I and the list of medicines used at the commune level as stipulated in Appendix II attached to this Circular, applicable at commune health stations and equivalent establishments, independent family doctor clinics, military-civil health stations, and military-civil clinics (hereinafter collectively referred to as commune-level healthcare facilities).

- The “Basic medical service package for primary healthcare, preventive and health promotion” includes essential services as stipulated in Appendix III attached to this Circular, applicable at district medical centers and commune health stations for health care, prevention, and health promotion.

- The basic medical service package is updated periodically every 1-2 years or unexpectedly as required.

However, Article 4 of Circular 30/2024/TT-BYT abolishes the provisions on the basic medical service package for primary healthcare, prevention, and health promotion applicable at commune health stations, specifically:

Effective Date

1. This Circular takes effect from December 19, 2024.

2. The provision on the basic medical service package for primary healthcare, prevention, and health promotion applicable at commune health stations in Circular No. 39/2017/TT-BYT dated October 18, 2017, of the Minister of Health, prescribing the basic medical service package for grassroots health care, is abolished from the date this Circular takes effect.

Thus, under the current legal regulations, the basic medical service package includes: “The basic medical service package covered by the health insurance fund” and “The basic medical service package for primary healthcare, preventive and health promotion.” However, from December 19, 2024, when Circular 30/2024/TT-BYT takes effect, the “Basic medical service package for primary healthcare, preventive and health promotion” will be abolished.

According to Article 2 of Circular 30/2024/TT-BYT, the list and content of the basic medical service package implemented by commune health stations include:

(1) Child health care package;

(2) Women's health care package;

(3) Elderly health care package;

(4) Health care package for people with disabilities;

(5) Healthcare package using traditional medicine;

(6) Non-communicable disease prevention and control package;

(7) Communicable and HIV/AIDS disease prevention and control package;

(8) Drug addiction assessment package;

(9) Immunization service package;

(10) Nutrition package;

(11) Food safety assurance package;

(12) Environmental health, injury prevention, and occupational health package;

(13) Premarital health care, population, and family planning package;

(14) Medical communication and population package;

(15) Information technology application package.

Note: The list and content of the basic medical service packages implemented by commune health stations will be updated and adjusted by the Ministry of Health of Vietnam according to practical requirements.
