According to the regulations in Article 10 of Decree 106/2024/ND-CP of the Government of Vietnam on the subjects eligible for support, content, and level of support:
(1) Subjects eligible for support
Organizations and individuals engaged in livestock activities as stipulated in Clause 2, Article 21, Decree 13/2020/ND-CP.

2. Scale of livestock farming is defined as follows:
a) Large-scale farms: 300 livestock units or more;
b) Medium-scale farms: 30 to below 300 livestock units;
c) Small-scale farms: 10 to below 30 livestock units;
d) Household livestock farming: Below 10 livestock units.
(2) Content and Level of Support
- Support up to 50% of the value of livestock waste treatment products to encourage their application in waste management. Maximum support levels as follows:
+ 5 million VND/facility (household livestock farming);
+ 50 million VND/facility (small and medium-scale farms);
+ 100 million VND/facility (large-scale farms).
- Support up to 50% of the value of biogas projects to encourage livestock waste management. Maximum support levels as follows:
+ 7 million VND/construction (household livestock farming);
+ 300 million VND/construction (small and medium-scale farms);
+ 1 billion VND/construction (large-scale farms).
- Support up to 30% of the cost of purchasing materials, equipment and testing costs to encourage livestock farming complying with biosecurity, disease safety criteria. Maximum support levels as follows:
+ 20 million VND/facility (household livestock farming);
+ 50 million VND/facility (small-scale farms);
+ 70 million VND/facility (medium-scale farms);
+ 200 million VND/facility (large-scale farms).
Thus, farming households in Vietnam that simultaneously meet the legal requirements on subjects and conditions will be financially supported for livestock waste management, with the highest support level reaching 7 million VND/project.
The conditions for farming households to be eligible for funding support for building livestock waste management projects from September 20, 2024, are stipulated in Clause 3, Article 10 of Decree 106/2024/ND-CP:

Article 56. Household Livestock Production
Household livestock production must meet the following requirements:
1. The animal housing area must be separate from human living areas;
2. Regular sanitation, disinfection, and sterilization of barns and livestock equipment;
3. Appropriate measures for disease prevention; collection, treatment of livestock waste, wastewater, animal carcasses, and other livestock waste according to veterinary and environmental protection regulations.
Article 57. Rights and obligations of organizations and individuals in livestock production

2. Organizations and individuals in livestock production have the following obligations:
a) Declare livestock production activities as prescribed in Article 54 of this Law;
b) Implement biosecurity and environmental hygiene measures in livestock production;
c) Manage livestock waste in accordance with environmental protection legislation;
d) Ensure humane treatment of livestock as prescribed by law.
- Having livestock production of cattle, poultry, and constructing new biogas projects according to technical guidelines from the Ministry of Agriculture and Rural Development for livestock waste management, or using livestock waste treatment products that are published on the Ministry's online portal or recognized as technological advancements in the agricultural sector for livestock farming, according to the support contents stipulated at Points a and b, Clause 2, Article 10 of Decree 106/2024/ND-CP.
Therefore, to receive funding for building livestock waste management projects from September 20, 2024, farming households need to meet the following conditions: Comply with regulations on household livestock farming under the Law on Livestock Production 2018, such as separating animal housing, performing regular sanitation, and managing waste compliantly…
Additionally, they must construct new biogas projects or use recognized waste treatment products, adhering to technical guidelines from the Ministry of Agriculture and Rural Development.
