Pursuant to Clause 4, Article 1 of Decree 116/2024/ND-CP (amending Article 8 of Decree 138/2020/ND-CP), candidates participating in official recruitment examinations in Vietnam are exempt from the foreign language test in the following cases:
- Holding a degree in a foreign language specialty that meets the foreign language requirements for the job position, with the same level of training or higher than the professional, vocational training level required by the job position being applied for;
- Holding a degree with the same level of training or higher than the professional, vocational training level required by the job position being applied for, studying abroad in a foreign language that meets the job position requirements, or studying in a foreign language that meets the job position requirements in Vietnam, recognized or automatically recognized by a competent authority according to legal regulations;
- Having a certificate of a minority language and applying for a job position related directly to ethnic minorities or a job position in an ethnic minority region; being an ethnic minority individual applying for a job position related directly to ethnic minorities or a job position in an ethnic minority region.
Thus, from September 17, 2024, candidates will be exempt from the foreign language test for official recruitment if they fall into one of the above-mentioned three cases.
Based on Article 9 of Decree 138/2020/ND-CP (amended by Clause 5, Article 1 of Decree 116/2024/ND-CP), to be selected in the official recruitment examination organized in Vietnam, candidates must meet the following conditions:
- Achieve a result of 50 points or more in the second round of testing. In case of a combined written and interview test, candidates must attend both tests (written and interview) and achieve 50% or more of the maximum score for each test;
- Have a result of the second round test combined with priority points (if any) higher than the recruitment quota by descending order for each job position, including positions recruited for multiple employing agencies;
- In case there are two or more candidates with the same total scores by the criteria specified in Point b, Clause 1, Article 9 of Decree 138/2020/ND-CP for the final quota, the selection of successful candidates is prioritized as follows:
+ Candidates with higher scores in the second round;
+ Candidates with higher scores on the second round written test in the case of a combined written and interview test;
+ Candidates who have passed the quality assessment for officials and are exempt from the first round;
+ Candidates with higher scores in the quality assessment for officials in cases of exemption from the first round;
+ Candidates with a higher number of correct answers in the general knowledge subject in the first round in the case of taking the first-round test.
If the successful candidate cannot be determined according to the priority order specified in Clause 2, Article 9 of Decree 138/2020/ND-CP, the head of the competent recruitment authority decides the successful candidate.
- For job positions recruited for multiple employing agencies, the determination of the successful candidate's employing agency follows the priority order in the application form of the successful candidate. If the number of successful candidates applying to one employing agency exceeds its recruitment quota, preference is given to candidates with higher recruitment results.
In cases where two or more candidates have equal recruitment results in the final quota for an employing agency, the selection follows the priority order specified in Clause 2, Article 9 of Decree 138/2020/ND-CP.
Note that candidates who are not selected in the official recruitment examination cannot retain their examination results for future examinations.
