According to Article 7 Circular 08/2024/TT-BXD issued by the Minister of Construction regarding the house numbering in alleys:
- House numbering in alleys is carried out according to the following regulations:
+ In case the alley has no name: the alley is named after the number of the main street house immediately before the alley (with the smaller number).
+ The numbering principle applies similarly to the provisions in Clauses 1, 3, 4, and 5, Article 6 of Circular 08/2024/TT-BXD;
+ The direction of house numbering in alleys: if an alley connects two streets and has been named, the direction is from the first house near the named street to the end of the alley.
In cases where the alley connects two streets but has not been named, the house numbering direction is from the first house near the street with the larger cross-section to the end of the alley.
In cases where the alley has only one end connecting to the street, the house numbering direction is from the first house near the street to the last house in the alley.
- House numbering in narrow alleys is carried out according to the following regulations:
+ In case the narrow alley has no name: it is named after the number of the alley house immediately before the narrow alley (with the smaller number).
+ The numbering principle applies similarly to the provisions in Clauses 1, 3, 4, and 5, Article 6 of Circular 08/2024/TT-BXD;
+ The direction of house numbering in narrow alleys: if a narrow alley connects two alleys and has been named, the direction is from the first house near the alley that the narrow alley is named after to the end of the narrow alley. If the narrow alley connects two paths and has not been named, the house numbering direction is from the first house near the street with the larger cross-section to the end of the narrow alley. If the narrow alley has only one end connecting to an alley, the house numbering direction is from the first house near the alley to the last house in the narrow alley.
- In the case of houses in alleys or narrow alleys with special characteristics, the district-level People's Committee decides on the numbering.
Thus, from October 15, 2024, the house numbering in alleys and narrow alleys is carried out according to the provisions of Article 7 Circular 08/2024/TT-BXD. For unnamed alleys, the number will be based on the main street house at the beginning of the alley. In the case of houses in alleys or narrow alleys with special characteristics, the district-level People's Committee decides on the numbering.
According to the provisions in Article 16 Circular 08/2024/TT-BXD regarding mounting house number plates at streets, alleys, and narrow alleys:
Mounting house number plates at streets, alleys, and narrow alleys
1. Each house on the street, house in the alley, house in the narrow alley is mounted with one house number plate. If a house has many entrances from different streets, alleys, narrow alleys, the house number plate is mounted at the main entrance. If the house's main entrance is at the corner of two streets, alleys, narrow alleys, the house is numbered and mounted with a plate according to the larger street, alley, narrow alley.
2. The house number plate is mounted in a visible position, to the left or in the middle above the main door. In the case of a house with a fence near the sidewalk or street edge, the house number plate is mounted on the pillar of the main gate, on the left side (as viewed from outside into the house).
Thus, each house is mounted with a house number plate at the main entrance. If the house's main entrance is at the corner of two streets, alleys, narrow alleys, the house is numbered and mounted with a plate according to the larger street, alley, narrow alley.
At the same time, the plate must be mounted in a visible position, to the left or in the middle above the main door. For houses with fences near the sidewalk or street edge, the house number plate is mounted on the pillar of the main gate, on the left side (as viewed from outside into the house).
According to Article 21 Circular 08/2024/TT-BXD regulating the handling of issues with house numbering and mounting house number plates:
- The numbering and mounting of house number plates according to Circular 08/2024/TT-BXD apply to newly built areas, and areas without house numbers. For ancient streets, old streets, and areas with pre-existing house numbers, the district-level People's Committee decides to ensure compatibility with specific conditions;
- In the case of newly built houses on land within an old house compound, the house number is a combination of the old house number and a capital letter of the Vietnamese alphabet (e.g., A). If there are multiple new houses, the capital letters of the Vietnamese alphabet are used in order (A, B, C, ..., M), and the direction is determined according to the principles specified in Article 6 Circular 08/2024/TT-BXD;
- In cases where a house is rebuilt on land within multiple old houses, the house takes the number of the last house in the row of old houses demolished on that street, alley, or narrow alley);
- For other cases, the district-level People's Committee reviews and decides on the organization of the numbering and mounting of house number plates to ensure comprehensive, uniform, effective, political, and social stability, without causing disturbance to the residents’ daily life, and follows the principles prescribed in Chapter II Circular 08/2024/TT-BXD.
