On December 31, 2024, the Minister of Finance issued Circular 91/2024/TT-BTC regulating the statistical reporting regime of the financial sector.
In clause 5, Article 3 of Circular 91/2024/TT-BTC, the financial sector statistical reporting period is regulated as follows:

5. Reporting period
The reporting period is noted in the middle section of each reporting form and is computed on a Gregorian calendar day basis, encompassing:
a) Daily statistical report: Determined according to working days;
b) Monthly statistical report: Calculated from the 1st day of the month to the last day of the month;
c) Quarterly statistical report: Calculated from the 1st day of the first month of the reporting period to the last day of the third month of that reporting period;
d) Semi-annual statistical report: Calculated from the 1st day of the first month of the reporting period to the last day of the sixth month of that reporting period;
dd) Annual statistical report: Calculated from January 1 to December 31 of the reporting period;
e) Other statistical reports: Reports have a specified reporting period and deadline noted in each reporting form;
g) Ad-hoc statistical reports: In case of an emergency statistical report required for the government management demands of the Ministry of Finance, the reporting body must request in writing, clearly stating the time, deadline, and specific statistical reporting criteria.

Thus, from March 1, 2025, the financial sector statistical reporting period is calculated as follows:
- Daily reports: Determined according to working days.
- Monthly reports: From the 1st day to the last day of the month.
- Quarterly reports: From the 1st day of the first month to the last day of the third month in the reporting period.
- Semi-annual reports: From the 1st day of the first month to the last day of the sixth month in the reporting period.
- Annual reports: From January 1 to December 31.
- Other reports: The reporting period and deadline are specified in the reporting form.
- Ad-hoc reports: Implemented according to the written request of the relevant authorities, clearly stating the time, deadline, and criteria for reporting.

7. Reporting methods
The reporting units shall implement one of the following methods:
a) Directly submit and receive reports on the Financial Statistics Information System, validated by the account registered by the representative of the reporting unit;
b) Reporting units with an electronic statistical report management information system automatically send reports to the Financial Statistics Information System. The connection and information sharing between the Financial Statistics Information System and other information systems and databases must comply with the regulations on the management, connection, and sharing of state data;
c) In case of a data transmission network or Financial Statistics Information System software malfunction, units shall send reports via email or data carriers as instructed by the Department of Information Technology and Financial Statistics when an incident occurs.
Thus, according to the above regulation, financial sector statistical reports are conducted via the following methods:
- Direct submission on the Financial Statistics Information System, validated through the reporting unit's registered account.
- Automatic submission from the reporting unit's electronic statistical report management information system to the Financial Statistics Information System, ensuring compliance with regulations on data connection and sharing.
- In case of a system malfunction, reports are sent via email or data carriers as instructed by the Department of Information Technology and Financial Statistics.
According to Article 5 of Circular 91/2024/TT-BTC on data and information exploitation:

1. Units under and directly under the Ministry of Finance and the Departments of Finance are granted access rights to exploit relevant data and statistical information.
2. The method of exploiting and using statistical report data is carried out on the Financial Statistics Information System through a web interface.
