From June 24, 2022: Apply new agricultural insurance assistance policies

On May 9, 2022, Deputy Prime Minister of Vietnam - Le Minh Khai issued Decision 13/2022/QD-TTg on implementation of agricultural insurance assistance policies.

Insured subjects eligible for premium subsidies

1. Plants: Rice, rubber, pepper, cashew and coffee trees.

2. Domestic animals: buffaloes, cows, pigs.

3. Aquaculture species: giant tiger prawns, whiteleg shrimps and pangasius fish.

Levels of premium subsidies

- Agricultural producers that are poor households or near-poor households as defined in the Decision 07/2021/ND-CP and its amending and/or superseding documents (if any): the maximum subsidy specified in clause 1 Article 19 of the Decree 58/2018/ND-CP and amending or replacing documents will be granted.

- Agricultural producers other than poor households and near-poor households specified in clause 1 of this Article: the maximum subsidy specified in clause 2 Article 19 of the Decree No. 58/2018/ND-CP and its amending and/or superseding documents (if any) will be granted.

- Agricultural producers: the maximum subsidy specified in clause 3 Article 19 of the Decree No. 58/2018/ND-CP and amending or replacing documents (if any) will be granted if the following regulations are satisfied:

+ Agricultural producers must be enterprises established in accordance with the Law on Enterprises or cooperatives established in accordance with the Law on Cooperatives.

+ They must enter into linkage contracts relating to agricultural products eligible for agricultural insurance subsidies, satisfying the provisions of Article 4 and Article 5 of Decree No. 98/2018/ND-CP dated July 05, 2018 and its amending and/or superseding documents (if any);

+ Agricultural products which are eligible for agricultural insurance subsidies must be issued with foods quality and safety certificate by competent authorities or they are recognized as agricultural enterprises applying high technology according to regulations of law on criteria, power and procedures for recognizing enterprises applying high technology.

The Decision also specifies cases which are considered eligible for agricultural insurance premiums:

- Subsidized rice, rubber, pepper, cashew and coffee tree insurance coverage:

+ Natural disasters afflicting rice, including: storms, tropical depressions, whirlwinds, thunderlike, heavy rain, floods, flash floods, inundation, landslides or land subsidence caused by floods or runoffs, sea level rise, saltwater intrusion, extreme heat, drought, damaging cold, hail, frost, earthquake and tsunami. Such disaster events must be announced or confirmed by competent authorities.

+ Natural disasters afflicting rubber, pepper, cashew and coffee trees, including: storms, tropical depressions, whirlwinds, thunderlike, floods, flash floods, inundation, hail, frost. Such disaster events must be announced or confirmed by competent authorities.

+ Diseases affecting rice, including: rice grassy stunt virus, rice ragged stunt virus, southern rice black streaked dwarf virus, rice blast disease, bacterial leaf blight, bacterial leaf streak; brown planthopper and rice stem borer outbreaks; stem borers, leaf rollers, gall midges; rats. Such epidemics must be announced or confirmed by competent authorities. Such diseases must be announced or confirmed by competent authorities.

Insurance does not cover diseases affecting rubber, pepper, cashew and coffee tree.

- Subsidized buffalo, cow and pig insurance coverage

+ Natural disasters, including: storms, tropical depressions, whirlwinds, thunderlike, heavy rain, floods, flash floods, inundation, landslides or land subsidence caused by floods or runoffs, extreme heat, drought, damaging cold, hail, frost, earthquake and tsunami. Such disaster events must be announced or confirmed by competent authorities.

+ Diseases, including: Foot-and-mouth disease, blue ear disease (porcine reproductive and respiratory syndrome) affecting pigs, anthrax and spirochetes. Such diseases must be announced or confirmed by competent authorities.

- Subsidized insurance coverage on giant tiger prawns, whiteleg shrimps and pangasius fish

+ Natural disasters, including: storms, tropical depressions, whirlwinds, thunderlike, heavy rain, floods, flash floods, inundation, landslides or land subsidence caused by floods or runoffs, sea level rise, saltwater intrusion, extreme heat, drought, damaging cold, hail, frost, earthquake and tsunami. Such disaster events must be announced or confirmed by competent authorities.

+ Diseases: Insurance does not cover diseases affecting giant tiger prawns, whiteleg shrimps and pangasius fish.

Areas eligible for premium subsidies

The provinces which are eligible for insurance premiums based on the type of crop and livestock as follows:

- With regard to rice, subsidies will be granted in the following provinces: Thai Binh, Nam Dinh, Nghe An, Ha Tinh, Binh Thuan, An Giang and Dong Thap.

- With regard to rubber trees, subsidies will be granted in the following provinces: Kon Tum, Gia Lai, Dak Lak, Binh Thuan, Binh Phuoc, Tay Ninh, Binh Duong and Dong Nai.

- With regard to coffee trees, subsidies will be granted in the following provinces: Son La, Kon Tum, Gia Lai, Dak Lak, Dak Nong, Lam Dong and Binh Phuoc.

- With regard to pepper trees, subsidies will be granted in the following provinces: Gia Lai, Dak Lak, Dak Nong, Binh Phuoc, Dong Nai and Ba Ria - Vung Tau.

- With regard to cashew trees, subsidies will be granted in the following provinces: Gia Lai, Dak Lak, Lam Dong, Binh Thuan, Binh Phuoc and Dong Nai.

- With regard to buffaloes and cows, subsidies will be granted in the following provinces and central-affiliated cities: Ha Giang, Vinh Phuc, Hanoi, Thanh Hoa, Nghe An, Binh Dinh, Gia Lai, Dak Lak, Lam Dong, Dong Nai and Binh Duong.

- With regard to pigs, subsidies will be granted in the following provinces and central-affiliated cities: Bac Giang, Hanoi, Thai Binh, Nam Dinh, Thanh Hoa, Nghe An, Binh Dinh, Dak Lak and Dong Nai.

- With regard to giant tiger prawns, whiteleg shrimps and pangasius fish, subsidies will be granted in the following provinces: Ben Tre, Tra Vinh, Soc Trang, Bac Lieu and Ca Mau.

Decision 13/2022/QD-TTg takes effect from June 24, 2022 to the end of December 31, 2025 and replaces Decisions 22/2019/QD-TTg and Decision 03/2021/QD -TTg
