From July 1, 2024, children under 14 years old in Vietnam will be issued electronic identification accounts

Is it required by the latest regulations that children under 14 years old in Vietnam are granted their own electronic identification accounts? What are the procedures for issuing Level 2 electronic identification accounts for Vietnamese citizens?

1. From July 1, 2024, children under 14 years old in Vietnam will be issued electronic identification accounts

Pursuant to Article 7 of Decree 69/2024/ND-CP, three subjects are entitled to be issued electronic identification accounts, including the following groups:

Group 1: Vietnamese citizens

Vietnamese citizens aged 14 and older who have been issued a citizen identification card or a valid identification card will be granted a Level 1 electronic identification account, and a Level 2 electronic identification account.

Vietnamese citizens aged 6 to under 14 who have been issued an identification card will be granted a Level 1 electronic identification account, and a Level 2 electronic identification account upon request.

Vietnamese citizens under 6 who have been issued an identification card will be granted a Level 1 identification account upon request.

Group 2: Foreigners

Foreigners aged 6 and older who have been issued a permanent residence card or temporary residence card in Vietnam will be granted a Level 1 electronic identification account, and a Level 2 electronic identification account upon request.

Foreigners under 6 who have been issued a permanent residence card or temporary residence card in Vietnam will be granted a Level 1 electronic identification account upon request.

Group 3: Agencies, organizations established or registered to operate in Vietnam

Agencies, organizations established or registered to operate in Vietnam will be granted an electronic identification account without level distinction.

Vietnamese citizens aged 6 to under 14 who have been issued an identification card will be granted a Level 1 electronic identification account, and a Level 2 electronic identification account upon request.

Vietnamese citizens under 6 who have been issued an identification card will be granted a Level 1 identification account upon request.

2. What are the procedures for issuing Level 2 electronic identification accounts for Vietnamese citizens?

According to Article 10 and Article 13 of Decree 69/2024/ND-CP, the procedures, sequence, and resolution time for issuing Level 2 electronic identification accounts to Vietnamese citizens are as follows:

(1) Citizens visit the Police station at the commune, ward, or commune-level town or the citizen identification management agency, regardless of residence, present their citizen identification card or valid identification card, and carry out the procedures for issuing a Level 2 electronic identification account;

(2) Citizens provide complete and accurate information on the Request Form for issuing electronic identification accounts according to form TK01 issued with Decree 69/2024/ND-CP; including explicitly providing the primary mobile phone number, email address (if any), and other information requested to be integrated into the electronic identification card to the receiving officer;

(3) The receiving officer inputs the provided citizen information into the electronic identification and verification system for authentication; verifies the face image, fingerprints of the citizen performing the procedures against the Citizen Database;

(4) The electronic identification and verification management agency proceeds to check and verify the information of the citizen requesting the issuance of a Level 2 electronic identification account and notifies the registration result of the Level 2 electronic identification account via the National Identification application, primary mobile phone number, or email address;

(5) The processing time for the procedure shall not exceed 03 working days for Vietnamese citizens holding a valid identification card and not more than 07 working days for citizens with expired or no identification card.

When carrying out the procedures for issuing a Level 2 electronic identification account for individuals under 14, the ward, commune, or commune-level town, the representative or guardian must accompany the individual to the Police station or the place for issuing identification cards for the procedures.

Representatives, guardians use their primary mobile phone numbers to declare, register for the issuance of Level 2 electronic identification accounts for Vietnamese citizens under 14, wards, or represented individuals.

For Vietnamese citizens who have not been issued a citizen identification card or identification card, the request for issuing an electronic identification account will be carried out simultaneously with the procedure for issuing an identification card according to the legal sequence and procedures.
