The article below will provide information related to the regulations on organizing paid extra classes outside of schools as stipulated in Circular 29/2024/TT-BGDDT effective from February 14, 2025.

From February 14, 2025, teachers in Vietnam, who organize paid extra classes outside of schools, must publicly disclose the tuition fees.

According to the provisions of Article 6 of Circular 29/2024/TT-BGDDT on extra classes outside of school:

Article 6. Extra classes outside of school

1. Organizations or individuals organizing extra classes outside of school for a fee (hereafter referred to as "extra classes establishments") must comply with the following requirements:

a) Register a business according to the legal regulations;

b) Publicize on the electronic information portal or post at the location where the extra classes establishment is headquartered: information about the subjects being tutored; extra classes duration for each subject by grade level; location, form, time of extra classes; list of tutors and the fee rates before enrolling students in extra classes classes (as per Form No. 02 in the Appendix attached to this Circular).

2. Tutors outside of school must ensure good moral character and have appropriate professional qualifications for the subjects they tutor.

3. Teachers teaching at schools who participate in extra classes outside of school must report to the Principal or Director or head of the school (hereafter referred to as "the Principal") about the subject, location, form, time of participating in extra classes (as per Form No. 03 in the Appendix attached to this Circular).

Thus, from February 14, 2025, organizations or individuals organizing paid extra classes outside of school must publicize information about the subject, time, location, form of extra classes, list of tutors, and the extra classes fee. This information must be posted at the extra classes establishment or where the extra classes headquarters are located.

In addition, teachers currently teaching at schools who participate in extra classes outside must report to the Principal or Director or head of the school about the subjects, locations, forms, and times of participating in extra classes.

What are the principles of extra classes according to Circular 29/2024 in Vietnam?

According to the provisions of Article 3 of Circular 29/2024/TT-BGDDT, the principles of extra classes from February 14, 2025, are as follows:

- Extra classes can only be organized when students or learners (hereafter referred to as "students") have a need for extra classes, voluntarily agree to extra classes, and have the consent of their parents or guardians (hereafter referred to as "parents"). Schools, organizations, or individuals organizing extra classes are not allowed to use any form to compel students to attend extra classes.

- The content of extra classes must not violate Vietnamese law, should not include prejudice regarding ethnicity, religion, profession, gender, or social status. School curricular content should not be reduced to be included in extra classes.

- Extra classes must contribute to the development of qualities and capacities of students; should not affect the implementation of the school educational program or the completion of subject curricula by teachers.

- The duration, timing, location, and form of organizing extra classes must be suitable to the age-specific psychological needs and ensure the health of students; must comply with legal regulations regarding working hours, overtime, and laws on security, order, safety, environmental hygiene, fire prevention, and fighting at extra classes locations.

Cases not allowed for organizing extra classes in Vietnam

According to Article 4 of Circular 29/2024/TT-BGDDT, the cases where organizing extra classes is not allowed are specified as follows:

- Extra classes is not organized for primary school students, except in cases of training in arts, sports, or life skills.

- Teachers currently teaching at schools are not allowed to offer paid extra classes outside of school for students they are assigned to teach according to the school’s education plan.

- Teachers belonging to public schools are not allowed to manage or operate extra classes outside of school but may participate in extra classes outside of school.
