According to Clause 2, Article 7 of Decree 168/2024/ND-CP, a fine ranging from 400,000 VND to 600,000 VND shall be imposed on motorcycle drivers committing any of the following violations:
- Stopping or parking the vehicle on the roadway in non-urban areas where there is a shoulder;
- Driving the vehicle exceeding the speed limit from 5 km/h to less than 10 km/h;
- Driving the vehicle at a low speed without keeping to the right side of the road, causing traffic obstruction;
- Stopping or parking the vehicle on the road, causing traffic obstruction; gathering three or more vehicles on the road, in tunnels; parking on the roadways or pavements illegally;
- Carrying two passengers on the vehicle, except in cases of transporting a sick person to emergency care, children under 12 years old, the elderly or disabled persons, or escorting persons committing legal violations;
- Not wearing a "helmet for motorbike, motorcycle riders" or wearing a helmet for motorbike, motorcycle riders without fastening the strap correctly when participating in traffic on the roadway;...
Thus, the fine for not wearing a helmet in 2025 when riding a motorcycle will be from 400,000 VND to 600,000 VND. This fine also applies if the helmet strap is not fastened correctly when driving a motorcycle on the roadway.
Based on Clause 13, Article 7 of Decree 168/2024/ND-CP regarding point deduction from driver licenses for motorcycles:
Penalties and point deduction from licenses of motorcycle, moped drivers, and similar vehicles violating road traffic rules

13. Besides being fined, the driver committing violations will also have points deducted from their driver license as follows:
a) Committing the acts stipulated in point b, clause 3; clause 5; points b, c, d in clause 6; point a in clause 7 of this Article will lead to a deduction of 2 points;
b) Committing the acts stipulated in point đ, clause 4; point a, clause 6; points c, d, đ in clause 7; point a in clause 8 of this Article will lead to a deduction of 4 points;
c) Committing the acts stipulated in point b, clause 7, point c, clause 9 of this Article will lead to a deduction of 6 points;
d) Committing the acts stipulated in point b, clause 8, clause 10 of this Article will lead to a deduction of 10 points.
According to the above regulations, not wearing a helmet when riding a motorcycle will not result in a point deduction on a driver license.
According to Article 3 of the Vietnam Traffic Order and Safety Law 2024, the principles ensuring road traffic order and safety are as follows:
- Comply with the Constitution, Vietnamese laws, and international treaties to which the Socialist Republic of Vietnam is a member.
- Ensure road traffic is orderly, safe, and smooth, contributing to socio-economic development, national defense, security, and environmental protection; prevent legal violations related to road traffic order and safety, traffic accidents, and congestion; protect the lives, health, and property of individuals, agencies, and organizations.
- Ensuring road traffic order and safety is the responsibility of agencies, organizations, and individuals.
- Road traffic participants must comply with legal regulations concerning road traffic order and safety and other relevant laws, bearing responsibility for their own and others' safety.
- All violations of road traffic order and safety laws must be promptly detected, prevented, and dealt with strictly according to legal regulations.
- Activities ensuring road traffic order and safety must be public, transparent, and convenient for citizens.
- Ensuring road traffic order and safety must be implemented consistently based on assignment, decentralization, and appropriate functions, tasks, and coordination among relevant agencies, organizations, and individuals.
