From 2025, what are penalties imposed on motorcycle operators in Vietnam for not using turn signals? In which cases must a motorcycle operators in Vietnam observe and reduce speed?

From 2025, what are penalties imposed on motorcycle operators in Vietnam for not using turn signals?

According to the regulations at Point a, Clause 3, Article 7 of Decree 168/2024/ND-CP, the penalty for failing to signal when turning for motorcycles, mopeds, vehicles similar to motorcycles, and vehicles similar to mopeds is as follows:

Article 7. Penalty and point deduction for driver's licenses of operators of motorcycles, mopeds, vehicles similar to motorcycles, and vehicles similar to mopeds for road traffic violations

3. A fine from 600,000 VND to 800,000 VND for operators committing any of the following violations:

a) Turning without observing or failing to ensure a safe distance from vehicles behind, not reducing speed, or not signaling the turn or signaling but not using continuously during the turn (except when driving in the bend of the road where roads do not intersect on the same level); driving left where there is a sign prohibiting left turns for the vehicle type being operated; driving right where there is a sign prohibiting right turns for the vehicle type being operated;

b) Carrying more than 02 passengers on the motorcycle;

c) Stopping or parking on a bridge;

d) Not driving on the right side according to your direction; failing to drive in the correct lane or direction (same direction lane or opposite direction lane); driving over the fixed median strip in the middle of two driving lanes;

dd) Overtaking on the right where it is not allowed;

e) The operator or passengers on the vehicle clinging to, pulling, or pushing other vehicles, objects, driving animals, carrying bulky items; carrying people standing on the seat, cargo racks, or sitting on the handlebars;

g) Towing another vehicle or object;

Thus, from 2025, the penalty for not signaling when turning on a motorcycle will be from 600,000 VND to 800,000 VND.

In which cases must a motorcycle operators in Vietnam observe and reduce speed?

According to Clause 3, Article 21 of the Road Traffic Order and Safety Law 2024, operators of vehicles participating in road traffic must observe, reduce speed or stop to ensure safety in the following situations:

- At places with crosswalks or other signals for pedestrians, or where pedestrians or wheelchairs of disabled people are crossing the road;

- Where there are danger warning signs or obstacles on the road;

- When changing the direction of travel or when the view is restricted;

- At the interchanges at the same level of roads, the same level intersections of roads with railways; narrow roads, winding roads, steep roads, passes;

- At narrow bridges, culverts, flood bridges, fords, underground tunnels, road tunnels;

- In areas with schools, hospitals, bus stations, public works with a high concentration of people, densely populated areas, markets, road construction zones, or road traffic accident scenes;

- Where animals are on the road or grazing by the roadside;

- Avoiding vehicles in the opposite direction or letting vehicles behind overtake; when there are signals requesting right-of-way, emergency signals from vehicles ahead in the same direction;

- Bus stops or parking zones on the road where passengers are boarding or alighting;

- Meeting oversized, overweight cargo vehicles, dangerous goods, or pedestrian groups;

- Meeting priority vehicles;

- Under weather conditions such as rain, wind, fog, smoke, dust, slippery surfaces, muddy roads, with lot of rocks, falling materials affecting road traffic safety;

- In areas where road traffic control is being organized.

Meanwhile, drivers, operators of specialized motorcycles, must comply with regulations on speed and the minimum safe distance from the vehicle in front on the same lane or road section.

Operators of vehicles participating in road traffic must ensure an appropriate speed considering the conditions of bridges, roads, traffic density, terrain, weather, and other influencing factors to ensure safety.
