What are regulations on the initial registration for medical examination and treatment with health insurance at medical facilities under the Ministry of Public Security of Vietnam in 2025?

From 2025, how to register for initial health insurance medical examinations and treatments at medical facilities under the Ministry of Public Security of Vietnam?

On December 31, 2024, the Minister of the Ministry of Public Security (the agency managing the People's Public Security Forces of Vietnam) issued Circular 99/2024/TT-BCA prescribing the registration of initial medical examination and treatment covered by health insurance, and the transfer of patients between healthcare facilities under the Ministry of Public Security.

Article 3 of Circular 99/2024/TT-BCA provides the regulations on initial health insurance registration as follows:

(1) The subjects defined in Clause 2, Article 2 of Circular 99/2024/TT-BCA and retired officers, non-commissioned officers of the People's Public Security can register for initial health insurance at initial, basic, or specialized healthcare facilities under the management authority of the Ministry of Public Security, appropriate to the provincial level location of their work, study, or residence.

(2) Employees working under labor contracts in the People's Public Security, public safety workers, students at cultural schools managed by the Ministry of Public Security, students in civilian systems; relatives of public security officers, relatives of public safety workers; and personnel in Public Security upon retirement (excluding those specified in Clause 1, Article 3 of Circular 99/2024/TT-BCA) can register for initial health insurance at initial, basic healthcare facilities under the management authority of the Ministry of Public Security, suitable with their place of work, study, or residence.

(3) Students, trainees specified in Clauses 2 and 3, Article 2 of Circular 99/2024/TT-BCA in the healthcare sector studying, practicing for 90 days or more; and employees working at health insurance facilities can register for initial health insurance at their current working, studying, or practicing medical facilities.

(4) The subjects defined in Clause 2, Article 2 of Circular 99/2024/TT-BCA registered at healthcare facilities under the Ministry of Public Security are entitled to medical treatment at all healthcare facilities under the Ministry of Public Security within the provincial area where they go to work, study, or take leave, but must present their health insurance card or information integrated on the national identification app VNeID, along with proof from the competent authority before the end of the treatment period, as deemed appropriate to the technical professional level.

(5) The change of initial health insurance registration locations is executed as follows:

Participants in health insurance may change their initial registration location within the first 15 days of each quarter to suit their residence, work, or study place; in the case of a change in work area, they may immediately change their initial registration location.

7 cases of patient transfer between health insurance facilities according to proper procedures in Vietnam

According to Clause 2, Article 4 of Circular 99/2024/TT-BCA, the cases for patient transfer between health insurance facilities according to proper procedures include:

(1) Transfer between health insurance facilities of the same level, from initial to basic, from basic to specialized levels according to professional needs, the patient's condition, or exceeding the facility's capability outside the cases stipulated in Point d of this item and the Ministry of Health's regulations regarding diagnosis, treatment of rare, severe diseases, surgeries, or high-tech application as stated in Point a, Clause 4, Article 22 of the Health Insurance Law;

(2) Transfer from initial to specialized facilities in cases exceeding the basic facility's capacity;

(3) Transfer of stabilized patients from specialized back to basic or initial facilities, continue treatment, and monitoring;

(4) Transfer from specialized or basic facilities back to the initial health insurance facility for treatment, management, and monitoring of chronic diseases as per Vietnam's Ministry of Health;

(5) Transfer between facilities for chronic or long-term treatments per the Ministry of Health's disease list; the transfer form is valid for one year from the date of issue and follows Vietnam's Ministry of Health regulations;

(6) Cases where health insurance cardholders seek treatment outside the prescriptions in Articles 26 or 27 of the Health Insurance Law and are specified under points e, g, h (except cases receiving 100% benefits under points e and h) of Clause 4, Article 22 of the Health Insurance Law and are then redirected by a facility to another per professional requirement;

(7) In emergency cases, after initial emergency treatment, patients are transferred for in-patient care at the accepting facility or moved to another facility for continued treatment as professionally required, or transferred back to their initial registration location post-stabilization.

Note:

- Transferring between healthcare facilities based on task requirements for subjects per Clause 2, Article 2 of Circular 99/2024/TT-BCA requires a proposal document from the managing unit with a direct supervisory seal.

- Diagnosis of rare, critical diseases, needing surgery or high-tech application at specialized or basic levels per Vietnam's Ministry of Health regulations is conducted at specialized facilities.
