According to this Draft Decree, the region-based minimum monthly wages and the minimum hourly wages for employees are as follows:

The minimum wage shall be applied as follows:
- The minimum monthly wage is the lowest wage as the basis for agreement and payment to employees applying the form of monthly payment, ensuring that the wage according to the work or title of employees working full time normal working hours in the month and completing the labor norms or the agreed work must not be lower than the minimum monthly wage.
- The minimum hourly wage is the lowest wage as the basis for agreement and payment to employees applying the form of hourly payment, ensuring that the wage according to the work or title of employees working in an hour and completing the agreed labor norms or work must not be lower than the minimum hourly wage.
- For employees who receive weekly wages, daily wages, piêc rates or fixed wages, their wages converted to monthly or hourly shall not be lower than the minimum monthly wage or the minimum hourly salary as prescribed above.
Conversion of wages to monthly or hourly wages as follows:
+ The monthly wage is equal to the weekly wage multiplied by 52 weeks divided by 12 months; or the daily wage multiplied by the number of normal working days in the month; or the piece rate, fixed wages during the normal working time in the month.
+ The hourly salary is equal to the weekly, daily wage, divided by the number of normal working hours in the week, the day; or the piece rates, fixed wages divided by the number of normal working hours to produce products, perform contractual tasks.
