According to Article 7 of Circular 68/2024/TT-BQP regarding the points of a military driver license:
- The points of a military driver license include 12 points as stipulated by the Law on Road Traffic Order and Safety 2024, which are used to manage the observance of traffic order and road safety laws by drivers. Points are deducted each time depending on the nature and severity of the violation as prescribed by law. A license that has not lost all of its points and has no points deducted within 12 months from the date of the most recent point deduction will be restored to a full 12 points.
- In cases where the military driver license loses all its points, after a period of at least 06 months from the date of the last point deduction, the holder can participate in a road traffic law knowledge test organized at the military driver training facilities as stipulated in point a, clause 1, Article 40 and clause 1, Article 41 of Circular 68/2024/TT-BQP. If the result meets the requirements, the license will be restored to a full 12 points.
Article 58 of the Law on Road Traffic Order and Safety 2024 stipulates the following regarding points on a driver license:
Points on a driver license
1. Points on a driver license are used to manage compliance with road traffic order and safety laws by drivers and are recorded in the road traffic order and safety database system, including 12 points. Points deducted for each violation depend on the nature and severity of the legal violation concerning road traffic order and safety. Data on point deductions for violators' licenses will be updated to the database system immediately after the enforcement of a penalty decision and notified to the person whose license points are deducted.
2. A driver license that has not been deducted all points and has no points deducted within 12 months from the date of the last deduction will be restored to a full 12 points.
3. In cases where a driver license is deducted all points, the holder is prohibited from operating vehicles on roads as per the driver license. After a period of at least 06 months from the date of the last point deduction, the holder can participate in a traffic order and road safety law knowledge test as stipulated in clause 7, Article 61 of this Law organized by the Traffic Police force, and if the result meets the requirements, the license will be restored to a full 12 points.

Therefore, the regulation on points for a military driver license is implemented according to the Law on Road Traffic Order and Safety 2024, including 12 points. Points will be deducted depending on the level of violation. If no points are deducted within 12 months from the most recent deduction, the license will be restored to a full 12 points. In cases where all points are deducted, after 6 months, drivers can participate in a road traffic law knowledge test to have their points restored.
Pursuant to Article 8 of Circular 68/2024/TT-BQP regarding the age of individuals eligible for a military driver license:
Age of individuals eligible for a military driver license
1. Military personnel, national defense officials, national defense public employees, contract workers serving in the Ministry of Defense aged 18 and older are eligible for military driver licenses for categories A1, A, B1, B, C1, C.
2. Military personnel, national defense officials, national defense public employees, contract workers serving in the Ministry of Defense aged 24 and older are eligible for military driver licenses for categories D1, D2, C1E, CE, CX.
In cases of transition training from category C to CE or CX according to the criteria of the General Staff, individuals must be aged 19 and older.
3. Military personnel, national defense officials, national defense public employees, contract workers serving in the Ministry of Defense aged 27 and older are eligible for military driver licenses category D. The maximum age for individuals eligible for a military driver license category D is 57 years for men and 55 years for women.
Thus, military personnel, national defense officials, national defense public employees, and contract workers serving in the Ministry of Defense aged 18 and older are eligible for a military driver license category B1.
