Demobilized soldiers to receive an increase in monthly allowance from December 19, 2023 in Vietnam

From December 19, 2023, demobilized soldiers in Vietnam covered by Decision 142/2008/QD-TTg will have their monthly allowance increased by how much? Quoc Khanh – Khanh Hoa.

Hello, Lawnet  would like to answer as follows:

1. Target group will have their monthly allowance increased starting December 19, 2023 in Vietnam

According to the provisions of Article 2 of Circular 82/2023/TT-BQP, subjects subject to monthly allowance adjustments for military personnel and cipher workers receiving salaries similar to those for military personnel who have been demobilized, demobilized, or quit their jobs include:

- Military personnel who have served or demobilized are receiving monthly benefits as prescribed in Decision 142/2008/QD-TTg on the implementation of regimes for soldiers participating in the resistance war against the US to save the country with less than 20 years of service in the Army who have been demobilized and returned to their localities; Decision 38/2010/QD-TTg on amending and supplementing Decision 142/2008/QD-TTg.

- Soldiers and people doing cipher work are paid the same as soldiers who have been demobilized, demobilized, or quit their jobs and are receiving monthly benefits as prescribed in Decision 62/2011/QD-TTg on regimes and policies for those who participated in the war to protect the Fatherland, performed international missions in Cambodia, and helped Laos after April 30, 1975, who were demobilized, demobilized, or quit their jobs.

- Relevant agencies, units, organizations, and individuals.

Thus, the group of subjects eligible for an increased monthly allowance includes: military personnel who have served and demobilized according to Decision 142/2008/QD-TTg and Decision 62/2011/QD-TTg; people who do cipher work receive the same salary as soldiers who have resigned.

2. Demobilized soldiers will receive an increase of 12.5% on their monthly allowance from December 19, 2023 in Vietnam

According to Article 3 of Circular 82/2023/TT-BQP, the calculation and adjustment of monthly benefits for demobilized soldiers are as follows:

- Adjusted to increase by 12.5% on the monthly subsidy level of June 2023 for subjects specified in Clause 1 and Clause 2, Article 2 of Circular 82/2023/TT-BQP,, according to the following formula:

Monthly benefit from July 2023 = Monthly benefit from June 2023 x 1.125

- Monthly subsidy levels for the subjects specified in Clause 1 and Clause 2, Article 2 of Circular 82/2023/TT-BQP, after being adjusted to increase, specifically as follows:

+ From full 15 years to under 16 years, the subsidy level is equal to 2,285,000 VND/month;

+ From full 16 years to under 17 years, the subsidy level is equal to 2,388,000 VND/month;

+ From 17 years to under 18 years, the subsidy level is equal to 2,494,000 VND/month;

+ From 18 years to under 19 years, the subsidy level is equal to 2,598,000 VND/month;

+ From 19 years to less than 20 years, the subsidy level is equal to 2,700,000 VND/month.

Compared to the monthly subsidy level of the old regulations in Article 2 of Joint Circular 182/2013/TTLT-BQP-BTC (expiring on December 19, 2023):

Article 2. Calculation method and adjustment level

1. Adjust the monthly subsidy level by 9.6% for the subjects guided in Article 1 of this Circular according to the following formula:

Monthly benefit from July 1, 2013 = Benefit from June 2013 x 1,096

2. The monthly allowance adjustment for the subjects in Article 1 of this Circular is as follows:

- From full 15 years to less than 16 years, the subsidy level is equal to 1,282,000 VND/month;

- From full 16 years to under 17 years, the subsidy level is equal to 1,347,000 VND/month;

- From 17 years to under 18 years, the subsidy level is equal to 1,411,000 VND/month;

- From 18 years to under 19 years, the subsidy level is equal to 1,475,000 VND/month;

- From 19 years to less than 20 years, the subsidy level is equal to 1,539,000 VND/month.

Thus, from December 19, 2023, according to new regulations, military personnel and people doing cipher work will receive the same salary as soldiers and people's police who have served, demobilized, or quit their jobs and are receiving monthly benefits as prescribed in Section 1. Their monthly benefits will be increased by 12.5%.

At the same time, the funding for adjusting monthly benefits for the subjects specified in Circular 82/2023/TT-BQP is guaranteed by the State budget. The Ministry of Finance ensures funding at the request of the Ministry of Labor, War Invalids, and Social Affairs to authorize the Department of Labor, War Invalids, and Social Affairs of provinces and cities to pay for beneficiaries.
