Decree 27/2025: What is the organizational structure of the Vietnam News Agency from March 1, 2025? How many General Directors and Deputy General Directors does the Vietnam News Agency have?

Decree 27/2025: What is the organizational structure of the Vietnam News Agency from March 1, 2025?

On February 24, 2025, the Government of Vietnam issued Decree 27/2025/ND-CP stipulating the functions, duties, powers, and structure of the Vietnam News Agency.

The position and function of the Vietnam News Agency are as follows:

- The Vietnam News Agency is an agency under the Government of Vietnam, functioning as the national news agency, the principal multimedia communication body performing the function of publishing official documents and information of the Communist Party and the State; providing information to serve the leadership requirements of the Communist Party and the management of the State; disseminating information for the mass media, public, and other domestic and international entities.

- The Vietnam News Agency is abbreviated in Vietnamese as TTXVN; its international English trading name is Vietnam News Agency, abbreviated as VNA.

- The Vietnam News Agency falls under the state management of the ministry assigned to manage state affairs in press and publishing.

Additionally, Article 3 of Decree 27/2025/ND-CP prescribes the organizational structure of the Vietnam News Agency from March 1, 2025, as follows:

(1) Editorial Secretariat and External Relations.

(2) Office.

(3) Personnel - Organization Committee.

(4) Planning - Finance Committee.

(5) Domestic News Editorial Department.

(6) World News Editorial Department.

(7) Foreign News Editorial Department.

(8) Photo Editorial Department.

(9) Economic News Editorial Department.

(10) Information, Documentation, and Graphics Center.

(11) News and Ethnic Newspaper.

(12) Sports and Culture Newspaper.

(13) VietnamPlus Electronic Newspaper.

(14) Vietnam News and Law Newspaper.

(15) Le Courrier du Vietnam Newspaper.

(16) Vietnam Illustrated Magazine.

(17) News Publishing House.

(18) Southern Region Vietnam News Agency Information Center.

(19) Central and Central Highlands Region Vietnam News Agency Information Center.

(20) Digital Content and Communication Center.

(21) Technical News Center.

(22) International Cooperation Center of News Agency.

The Vietnam News Agency has a system of Vietnam News Agency resident offices in provinces, centrally-run cities, and a system of resident offices abroad established in accordance with legal provisions.

Units specified from (1) to (4) are assisting units for the General Director; units from (5) to (20) and resident offices are information units; units from (21) to (22) are information service units.

The Office has 06 departments, the Planning - Finance Committee has 04 departments.

How many General Directors and Deputy General Directors does the Vietnam News Agency have?

According to the provisions of Article 4 Decree 27/2025/ND-CP regarding the leadership of the Vietnam News Agency:

Article 4. Leadership

1. The Vietnam News Agency has a General Director and no more than 04 Deputy General Directors.

2. The General Director and Deputy General Directors of the Vietnam News Agency are appointed, dismissed, and removed by the Prime Minister of the Government of Vietnam in accordance with legal provisions.

3. The General Director is accountable to the Government of Vietnam, the Prime Minister of the Government of Vietnam, and to the law for all activities of the Vietnam News Agency. Deputy General Directors assist the General Director and are accountable to the General Director and to the law for assigned duties.

4. The General Director appoints, dismisses, and removes the head, deputy head positions of subordinate units and stipulates their functions, duties, powers, organizational structure, and working relationships.

Thus, according to the above regulations, the Vietnam News Agency has 01 General Director and no more than 04 Deputy General Directors. These positions are appointed, dismissed, and removed by the Prime Minister of the Government of Vietnam in accordance with the law. The General Director is comprehensively responsible for the activities of the Vietnam News Agency, while Deputy General Directors assist and are responsible for their assigned duties.

Transitional Provisions in Decree 27/2025/ND-CP

Pursuant to Article 5 of Decree 27/2025/ND-CP regarding transitional provisions as follows:

- The News and Ethnic Newspaper, Ethnic and Mountainous Visual Magazine, Vietnam News, Vietnam Law and Legal Forum Magazine, and the Vietnam News Communication Development Center shall continue operating until the General Director of the Vietnam News Agency issues functions, tasks, powers, and organizational structure of the News and Ethnic, Vietnam News and Law newspaper, Digital Content and Communication Center and are granted operation permits by the competent authority in accordance with specialized legal provisions. The implementation period is not more than 03 months from the effective date of Decree 27/2025/ND-CP.

- The Vietnam News Television Center shall cease television operations. The Television Center is responsible for resolving issues related to finances, assets; policies concerning public employees, laborers, and other outstanding issues (if any) within a period of not more than 03 months from the effective date of the Decree. After this period, the Vietnam News Agency will inherit, succeed all rights, obligations, finances, assets, personnel, and arising issues in the process of terminating the operations of the Vietnam News Television Center.
