On February 21, 2025, the Prime Minister of the Socialist Republic of Vietnam issued Decision 382/QD-TTg on Enacting the Plan to Implement the Tourism System Development Plan for the Period 2021 - 2030, with a Vision to 2050.
The Land Use Plan to Implement the Tourism System Development Plan for the Period 2021 - 2030, with a Vision to 2050, in Vietnam is enacted following Decision 382/QD-TTg 2025 as follows:

4. Land Use Plan
Based on the National Land Use Plan for the Period 2021 - 2030, with a Vision to 2050 (Resolution 39/2021/QH15 dated November 13, 2021); regional plans, provincial plans, and national land use planning targets for the period 2021 - 2030, with a vision to 2050; national land use plan for 5 years 2021 - 2025 (Decision 326/QD-TTg dated March 9, 2022); adjustment of some land use targets until 2025 (Decision 227/QD-TTg dated March 12, 2024), People's Committees of provinces and centrally affiliated cities are responsible for developing plans for allocation and zoning of land for implementing tourism programs and projects in compliance with local tourism development orientations, meeting sustainable development requirements, environmental protection, and accordance with land use targets authorized by competent authorities, ensuring savings, efficiency.
5. Determine Resources and Use of Resources to Implement the Plan
- Mobilize and effectively utilize investment capital from various sources: (i) public sector capital: state budget funds; official development assistance (ODA) funds and tourism development support funds; (ii) private sector capital: mobilized capital from the private sector (including foreign direct investment).
- Implement appropriate mechanisms to create favorable conditions and encourage the private economic sector to participate in tourism development investments.
- In the process of building and implementing specific projects, competent authorities approving or deciding on investment policies must determine location, area, scale, capacity, and phasing appropriate to resource mobilization capabilities, practical requirements, and in compliance with current legal regulations.
Thus, according to Decision 382, the allocation and zoning of land for tourism development must comply with national, regional, and provincial plans, align with approved land use targets, aim for sustainable development, and protect the environment.
Simultaneously, the plan also outlines mechanisms for mobilizing resources from the state budget, ODA, and private investments, creating favorable conditions to attract investment and efficiently implement tourism projects under applicable laws.
