Decision 379: By 2035, at least 200,000 people in Vietnam will have jobs through the senior citizens' startup models

On February 20, 2025, the Prime Minister of the Government of Vietnam of the Socialist Republic of Vietnam issued Decision 379/QD-TTg regarding the Approval of the Scheme "Scheme for the ederly to participate in promoting digital transformation, green transformation, startup, and job creation"

The objectives of the Scheme "Scheme for the ederly to participate in promoting digital transformation, green transformation, startup, and job creation" are as follows:

(1) General Objectives

- Enhance the societal and multi-level governmental awareness about the position and role of senior citizens; recognize the awareness and aspirations of officials, members, and senior citizens concerning the policies of the Communist Party and State laws addressing the participation of senior citizens in promoting digital transformation, green transformation, entrepreneurship, and job creation in the new development phase.

- Utilize the potential, role, and experience of senior citizens in advancing digital and green transformations, entrepreneurship, and job creation aligning with their aspirations and needs, thereby contributing importantly to the sustainable development goals of the nation.

- Create conditions for senior citizens to actively participate in digital and green transformations, entrepreneurship, and job creation; enhance their material and spiritual living quality; continue setting exemplary standards, educating the younger generation to ensure political security, social order and safety, and the construction and defense of the homeland.

(2) Specific Objectives

- Phase 2025 - 2030

+ Strive for 90% of officials, members, and senior citizens to be informed and raise awareness about digital transformation, green transformation, entrepreneurship, and job creation.

+ Strive for 50% of senior citizens to master basic digital skills, including: online public services; online shopping; online payment, self-protection in cyberspace, and the use of other digital platforms as per local characteristics.

+ Plant at least 100 million trees; each province to have at least 05 senior citizen models for collecting and sorting waste at the source, and 03 organic agriculture production and circular economy models.

+ At least 1,260 senior citizens will receive entrepreneurial support, and 500 senior citizen startup models will be implemented.

+ At least 100,000 people will have jobs through senior citizens' startup models.

- Phase until 2035

+ Work towards ensuring 100% of officials, members, and senior citizens receive awareness campaigns about digital transformation, green transformation, entrepreneurship, and job creation.

+ Target 70% of senior citizens proficient in basic digital skills, including: online public services; online shopping; online payment, self-protection in cyberspace, and utilization of other digital platforms according to local specifics.

+ Plant at least 200 million trees, each province to establish at least 10 senior citizen models for sorting waste at the source, and 05 organic agriculture production and circular economy models.

+ At least 2,500 senior citizens will receive entrepreneurial support, and 1,000 senior citizen startup models will be developed.

+ At least 200,000 people will be employed through senior citizen startup models.

Thus, the target by 2035 is for at least 200,000 people to attain jobs via senior citizens' startup models. The Scheme aims to enhance awareness and utilize senior citizens' roles in digital transformation, green transformation, entrepreneurship, and job creation, contributing to the nation's sustainable development.

What are the tasks and solutions for implementing the Scheme as promulgated under Decision 379/QD-TTg?

In Section III of Decision 379/QD-TTg 2025 by the Prime Minister of the Government of Vietnam of the Socialist Republic of Vietnam, specific tasks and solutions are outlined as follows:

+ Enhance communication to raise senior citizens' awareness regarding digital transformation, green transformation, entrepreneurship, and job creation; acknowledge the contributions and roles of senior citizens in driving digital and green transformations, entrepreneurship, and job creation for the sustainable development of the nation.

+ Organize communication activities, propagandize the policies of the Communist Party, and State laws concerning digital transformation, green transformation, entrepreneurship, and job creation for officials, members, and senior citizens.

+ Arrange forums, conferences, seminars, and dialogues assisting senior citizen association officials and members in forming ideas, and determination towards digital transformation, green transformation, entrepreneurship, and job creation.

+ Facilitate dialogues between association officials, members, senior citizens, and local leaders, governments, and relevant sectors to promote the completion of mechanisms, policies, and laws to support senior citizens in entrepreneurship and efficient business operations.

+ Annually host the “Senior Citizen Tree Planting Day in Gratitude to President Ho Chi Minh.”

+ Foster interactions among distinguished senior citizen entrepreneurs who possess national spirit, social responsibility, and empathy with association officials, members to share experiences in starting and establishing businesses, forming correct perspectives, reducing risks, and avoiding mistakes in innovative entrepreneurship.

- Enhance the capacity of personnel implementing the Scheme, senior citizen association officials, and members concerning digital transformation, green transformation, entrepreneurship, and job creation.

+ Cooperate with agencies, organizations, and enterprises to organize training, workshops, and thematic courses on entrepreneurship, providing essential entrepreneurship knowledge; support and equip skills, and knowledge to organize production, business, and manage enterprises led by senior citizens.

+ Coordinate in opening training courses for the transfer of scientific and technical advances in agriculture, forestry, and fisheries; business accounting, brand building, origin tracing, geographical indications, and product promotion and introduction for senior citizens.

+ Conduct training to enhance the capacity of personnel participating in the Scheme's implementation regarding the knowledge, skills, and methodologies needed to support senior citizens in advancing digital transformation, green transformation, entrepreneurship, and job creation.
