In Article 1 of the Charter of the Communist Party of Vietnam 2011, it is stipulated:
“Vietnamese citizens eighteen years of age or older; acknowledge and voluntarily: implement the Political Platform, Party Charter, standards, and tasks of party members; operate in a grassroots party organization; through practice, it has been proven that excellent people, trusted by the people, can be considered for admission to the Party."
At the same time, based on Regulation 24-QD/TW of 2021, Instruction 01-HD/TW, the standards to become a member of the Communist Party of Vietnam are as follows:
- Regarding age:
+ At the time the Party cell considers admission, people must be 18 to 60 years old (calculated by month).
+ The admission to the Party of people over 60 years old is considered and decided by the Central Party Committee.
Only consider admitting people over 60 years old to the Party when they meet the following conditions:
+ Have good health and reputation;
+ Currently working or residing in an establishment that has no party organization, no party members, or due to special requirements;
+ Be approved in writing by the Standing Committee of the Central Party Committee before the competent Party Committee makes the admission decision.
- Regarding educational level:
+ People joining the Party must have a secondary school diploma or higher.
+ Education of people joining the Party living in mountainous areas, islands, ethnic minority areas, areas with extremely difficult socio-economic conditions, and other specific cases due to party development requirements that cannot ensure general regulations and follow the instructions of the Secretariat.
If people joining the Party are living in mountainous areas, border areas, islands, ethnic minority areas, areas with particularly difficult socio-economic conditions, or fishermen who regularly work at sea on islands, if not guaranteed according to the Regulations on Implementation of the Party Charter of the Central Executive Committee, term XIII, they must have a minimum educational level of completion of the primary school program.
The educational level of people joining the Party is village elders, village heads, reputable people, and people living in mountainous areas, border areas, islands, ethnic minority areas, areas with extremely difficult socio-economic conditions, or fishermen who regularly work at sea or on islands must at least be able to read and write the national language and approved in writing by the Standing Committee of the Central Party Committee before the competent Party Committee makes the admission decision.
Thus, to become a member of the Communist Party of Vietnam, it is necessary to meet the standards of age and educational level, acknowledge and voluntarily implement the Political Platform, Party Charter, and standards and party membership duties, participate in activities in a grassroots party organization, and, through practice, prove to be an excellent person, trusted by the people, all of which can be considered for admission to the Party.
According to the Charter of the Communist Party of Vietnam 2011, the procedures for admitting party members (including re-admission) are as follows:
- People joining the Party must:
+ Have a voluntary application to join the Party;
+ Honestly report your background to the cell;
+ Officially introduced by two party members.
Where the Ho Chi Minh Communist Youth Union is organized, people who join the Party at a young age must be union members and be officially introduced by the grassroots union executive committee and a party member.
In agencies and businesses where there is no Ho Chi Minh Communist Youth Union organization, people who join the Party must be trade union members and be officially introduced by the grassroots trade union executive committee and a party member.
- The referrer must:
+ Be an official Party member and work together with someone who joined the Party for at least one year;
+ Report to the Party cell on the background, qualities, and abilities of people joining the Party and take responsibility for their introduction. If there is anything unclear, report it to the cell and superiors for consideration.
- Responsibilities of party cells and party committees:
+ Before the party cell considers and recommends admission, the party committee checks the conditions of the person joining the Party and gets comments from the mass organization where that person lives.
The issue of the political history of people joining the Party must comply with the regulations of the Central Executive Committee.
+ The cell considers and recommends admissions one by one. When approved by at least two-thirds of the official party members in the cell, the proposal is made to the superior party committee; When there is a decision from the superior party committee, the Party cell holds an admission ceremony for each person.
+ The grassroots Party Committee considers that if at least two-thirds of the members at all levels approve of the admission, it is recommended to the immediate superior party committee.
+ The standing committee of the immediate superior party committee of the grassroots party organization, or the grassroots party committee, is authorized to review and decide to admit each person.
- Where there are no party members or there are party members but they do not meet the conditions for introduction, the superior party committees will directly send party members to do propaganda work, review, and introduce admission to the Party. Special cases are prescribed by the Central Executive Committee.
