Criteria for poor and near-poverty households in Vietnam to receive housing support

The Ministry of Construction of Vietnam promulgates Circular 01/2022/TT-BXD on guidance on the implementation of housing support for poor and near-poverty households in poor districts under the National Target Program on Sustainable Poverty Reduction in the 2021–2025 period.

Circular 01/2022/TT-BXD applies to the following subjects:

Poor households and near-poverty households (according to the multi-dimensional poverty line for the period 2021–2025) in the list of poor households and near-poverty households managed by the commune-level People's Committees, residing in poor districts and being independent households, have time to separate until the National Target Program on Sustainable Poverty Reduction in the period of 2021–2025 (hereinafter abbreviated as the Program) takes effect for at least 03 years;

Beneficiaries of housing support do not include households that have received housing support under the National Target Program for socio-economic development in ethnic minority and mountainous areas in the 2021–2030 period and other programs, schemes, and policies;

relevant agencies, organizations, and individuals.

According to the circular, in order to receive housing support, the following criteria must be met: It must be a household that has not yet received housing assistance from state-sponsored programs, schemes, or policies, as well as socio-political or social organizations.

The house is in the unstable category, which means that of the three main structures: foundation-foundation, frame-wall, and roof, at least two are made of unstable materials.

The order of priority for support is specified as follows:

(1) low-income ethnic minority households

(2) impoverished households whose members have rendered valuable services to the revolution;

(3) low-income or near-poverty households with members receiving social assistance;

(4) Low-income or near-poverty households facing extreme hardship (elderly, lonely, or disabled);

(5) low-income and near-poverty households in areas prone to natural disasters;

(6) The remaining low-income and near-low-income households

For households with the same priority level, the following steps should be taken:

(1) Poor and near-poverty households whose houses are damaged or dilapidated (made of quickly deteriorating, low-quality materials) are at risk of collapsing and are unsafe;

(2) Poor households and near-poverty households without housing (poor households and near-poverty households without their own houses, currently living with their parents but separated, staying at other people's houses, renting houses-except in the case of renting state-owned houses);

(3) There are a lot of people in poor and near-poverty households.

After being supported to repair or build a new house, the house must meet the quality standards: a minimum usable area of 30m2, ensuring "3 hard" (foundation-hard foundation, frame-hard wall, hard roof) and the life of the house is 20 years or more.

The "3 hard" criteria are specifically guided as follows:

"Platform-hard foundation" is the foundation of a house made of materials that increase the stiffness of the foundation, such as: cement mortar, sand, concrete, reinforced concrete, brick/stone construction, paving bricks, wood;

-"Frame-hard wall" includes frame system, column, and wall. Depending on specific conditions, frames and columns are made from various materials: reinforced concrete, iron, steel, solid wood; walls built of brick or stone or made of sturdy wood;

"Hard roof" includes both the roof support system and the roof. Depending on specific conditions, the roof support system can be made of various materials: reinforced concrete, iron, steel, and solid wood. roof constructed of reinforced concrete and tiled.the roof is made of corrugated iron with imitation tiles, cold corrugated iron, insulated corrugated iron, or corrugated iron and has a solid supporting structure (iron frame, wood, etc.), which is firmly connected to the masonry wall, reinforced concrete column, the roof in this case is considered a durable material;

Depending on the actual conditions, housing parts can be made of locally available materials of equivalent quality that meet the standards and technical regulations, ensuring the shelf life. The People's Committees of the provinces (or authorize the Department of Construction) to prescribe specific types of local materials (if any), and report to the Ministry of Construction for consideration and decision.

Circular 01/2022/TT-BXD takes effect from August 15, 2022.
