Criteria for awarding the title of Meritorious Artist according to Decree 61/2024/ND-CP in Vietnam

What are regulations on criteria for awarding the title of Meritorious Artist in Vietnam? When does the awarding of the Meritorious Artist title take place in Vietnam?

On June 6, 2024, the Government of Vietnam promulgated Decree 61/2024/ND-CP stipulating the consideration for awarding the titles of “People's Artist” and “Meritorious Artist.”

Decree 61/2024/ND-CP will take effect from July 22, 2024.

1. Criteria for awarding the title of Meritorious Artist according to Decree 61/2024/ND-CP in Vietnam

According to Article 8 of Decree 61/2024/ND-CP, the criteria for awarding the title of Meritorious Artist include the following standards:

- Firstly, loyalty to the Fatherland; good adherence to the guidelines of the Communist Party, policies, and laws of the State; rules, regulations of the agency, organization, and locality.

- Secondly, possess good moral character, set an example in life, dedicated to the profession; have outstanding artistic talent in the honored form, field, profession of culture and art; have professional prestige; have a spirit of public service, recognized and admired by colleagues and the public.

- Thirdly, have continuous or cumulative professional cultural and artistic activities of 15 years or more, or 10 years or more for circus and dance arts.

Fourth, meet one of the following criteria:

+ Have at least 02 national gold prizes, of which 01 is an individual national gold prize.

+ Have at least 01 national gold prize and 02 national silver prizes, of which 01 is an individual national gold prize.

The conversion rate for national silver prizes, whether individual or for a film, program, performance, or act, is the same as the conversion rate for national gold prizes.

+ In the case of not having an individual national gold prize, there must be at least 03 converted national gold prizes for individuals.

+ Have at least 02 national gold prizes for music or photography works.

+ Have outstanding contributions, exceptional artistic talent, not meeting the criteria specified in point a, point b, or point c of clause 4, Article 8 of Decree 61/2024/ND-CP but discussed and unanimously recommended by the councils at all levels to the Prime Minister for consideration and decision in the following specific cases:

++ Individuals who are elderly; have 10 more years of professional artistic activity than stipulated in clause 3, Article 8 of Decree 61/2024/ND-CP; have made many exceptional contributions in the honored form, field, or profession of art, especially during the period of the national resistance war;

++ Individuals who have 10 more years of professional artistic activity than stipulated in clause 3, Article 8 of Decree 61/2024/ND-CP; have made many exceptional contributions in the honored form, field, or profession of art; still actively participate in professional performing arts to serve political tasks at the provincial, city, ministry, or national level;

++ Individuals who have 10 more years of professional artistic activity than stipulated in clause 3, Article 8 of Decree 61/2024/ND-CP; have made many exceptional contributions in the honored form, field, or profession of art; still actively participate in professional performing arts in symphony, opera ballet, or musical theater;

++ Individuals who are teachers, lecturers in professional culture and art schools; have directly trained at least 03 students, of which at least 02 students have won national gold prizes and 01 student has won a national silver prize at national and international art competitions, still actively participate in professional performing arts and have many outstanding contributions in the honored form, field, or profession of art, or have 10 more years of professional artistic activity than stipulated in clause 3, Article 8 of Decree 61/2024/ND-CP, have many exceptional contributions in the honored form, field, or profession of art, still actively participate in professional performing arts to serve political tasks at the provincial, city, ministry, or national level.

2. Timing for awarding the title of Meritorious Artist in Vietnam

Based on Article 4 of Decree 61/2024/ND-CP stipulating the timing for awarding, announcing, and organizing the awarding ceremony for the titles “People's Artist” and “Meritorious Artist”:

Article 5. Timing for awarding, announcing, and organizing the awarding ceremony for the titles “People's Artist” and “Meritorious Artist”

1. The titles “People's Artist” and “Meritorious Artist” are awarded and announced in accordance with clause 4 of Article 66 of the Law on Emulation and Commendation.

2. The Ministry of Culture, Sports, and Tourism organizes the awarding ceremony for the titles “People's Artist” and “Meritorious Artist”.

The timing for announcing and awarding the title of Meritorious Artist is once every 03 years on the anniversary of National Day of the Socialist Republic of Vietnam.

The awarding ceremony for the title of Meritorious Artist will be organized by the Ministry of Culture, Sports, and Tourism.
