Hello, the editorial board would like to answer as follows:

1. Conditions for introducing and admitting Party members according to Regulation 24-QD/TW in Vietnam

According to Section 3, Regulation 24-QD/TW stipulates the conditions for introducing and admitting people to the Party as follows:

- The Executive Committee of the Ho Chi Minh Communist Youth Union at the grassroots level, or the collective of grassroots union branches; The Grassroots Trade Union Executive Committee considers and issues a resolution to introduce union members to the Party.

- Party members introduce people to the Party.

+ Be an official Party member; work, labor, study, or live in the same place of residence for at least 12 months with the person introduced to the Party in the same unit under the leadership of party committees and grassroots cells.

+ If the Party member who introduced the person to join the Party moves to another Party cell or grassroots cell, is disciplined, or for other reasons cannot continue to monitor and help the person joining the Party, the Party cell assigns other official Party members to monitor and help people join the Party (it is not necessary that the party member works, labors, studies, or lives in the same place of residence as the person who joined the Party for at least 12 months).

- Historical and political issues, current politics, and the political standards of people joining the Party comply with the regulations of the Politburo.

- Admission of people to the Party in places where there are no party members or party cells.

+ The immediate superior Party Committee of the Party's grassroots organization (where people joining the Party work, work, study, and reside) assigns the cell with the most favorable conditions to assign official party members to help people join the Party. When the conditions and standards are met, the Party cell where the Party members are located will help those who are currently active in the Party complete the admission application procedures according to regulations.

+ The admission of party members in some special cases is carried out according to the regulations of the Politburo.

- About re-admitting people to the Party.

+ The person being considered for re-admission must meet the following conditions:

++ Must meet the conditions and standards for people joining the Party as prescribed in Article 1 of the Party Charter.

++ At least 36 months since leaving the Party (for people convicted of less serious crimes, it must be 60 months after their criminal record is erased; Party members who have been kicked out of the Party due to violating population and family planning policies shall comply with the regulations of the Secretariat) and apply to be readmitted to the Party; must be approved in writing by the Standing Committee of the Provincial or City Party Committee (or equivalent), and the competent Party Committee (district Party Committee and equivalent) will consider and decide.

++ Correctly follow the procedures stated in Clauses 1, 2, 3, Article 4 of the Party Charter.

+ Subjects are not considered for re-admission.

Do not consider and re-admit people who previously left the Party for the following reasons: Self-abandonment of party activities; applying to join the Party (except in cases where family reasons are particularly difficult); causing serious internal disunity; being convicted for corruption; being convicted of a serious crime or more.

++ Only re-enroll once.

++ Re-admitted party members must undergo a preparatory period.

Thus, the conditions for introducing and admitting new party members include: Introducing party members must be official and have worked together for at least 12 months.

At the same time, the introduced person must meet the political qualifications according to regulations, and admission in places where there are no party members is carried out according to the assignment and support of superiors.

2. Time limit for organizing party member admission ceremonies and official party member recognition in Vietnam

According to the provisions in Section 4 Điều lệ Đảng on the time limit for organizing the party member admission ceremony and officially recognizing party members,

- Time limit for holding the admission ceremony.

Within 30 working days from the date of receiving the decision to admit party members from the competent party committee, the Party cell must organize an admission ceremony for party members. If the above time limit is exceeded, it must be reported and approved by the immediate superior party committee.

- Time to officially recognize party members.

+ Within 30 working days from the date a party member finishes 12 months of reserve, the Party cell must consider and recommend official recognition for the party member; If the party member does not meet the conditions to be recognized as an official party member, they can request that the competent party committee decide to delete their name.

+ Reserve party members are eligible to be recognized as official party members. Even if the party cell meets late or the competent party committee approves late, they will still be recognized as official party members at the end of the 12-month reserve period.

+ In case a lower-level party organization has passed 3 votes but not enough two-thirds of the official party members or committee members approve of recognizing a reserve party member as an official party member or request deletion of name from the list of party members, report it to the immediate superior party committee and the competent party committee for consideration and decision.

- Time limit and authority to decide on admission of party members and recognition of official party members.

+ Within 60 working days from the date the Party cell has a resolution requesting admission; Within 30 working days from the date the Party cell issues a resolution requesting official recognition, the competent Party Committee must consider and decide; In special cases, it can be extended up to 30 working days.

If you agree or disagree, the results must be notified to the cell where you request to admit party members or officially recognize party members. If the above time limit is exceeded without a valid reason, responsibility must be reviewed before the superior Party Committee.

Thus, the time limit for organizing the party member admission ceremony is 30 days from the date of the admission decision. The time to officially recognize party members is after 12 months of preparation. The Party cell has 30 days to meet to consider and submit to superiors. If you do not meet the conditions to be recognized as an official party member, you can request that the competent party committee decide to delete your name.
