Conclusion No. 127-KL/TW on development of a proposal for the merger of certain provinces and cities, temporary suspension of the organization of district- and commune-level congresses in Vietnam

The Politburo has issued Conclusion 127-KL/TW on February 28, 2025, on the implementation of research and proposals for the continued reorganization of the organizational apparatus of the political system.

To ensure effective and decisive implementation of the tasks and solutions mentioned in Conclusion 121-KL/TW on January 24, 2025, by the Central Executive Committee of the Communist Party, summarizing Resolution 18-NQ/TW on October 25, 2017, of the Central Executive Committee of the 12th Congress of the Communist Party, and Conclusion 126-KL/TW on February 14, 2025, by the Politburo and the Secretariat regarding several contents and tasks for continued reorganization and streamlining of the political system in 2025, the Politburo and the Secretariat request party committees and party organizations to focus on effectively performing several tasks, including constructing a proposal for the merger of certain provincial administrative units, without organizing district-level units, and continuing the merger of commune-level administrative units.

To be specific:

- Assign the Communist Party Committee to the Government of Vietnam to lead, cooperating with the Central Organization Department, the Communist Party Committee of the National Assembly, the Communist Party Committee of the Vietnam Fatherland Front, central delegations, and related agencies to direct the research and drafting of a proposal to the Politburo for merging certain provincial administrative units, without organizing district-level units, and continuing the merger of commune-level administrative units, in which:

(1) For the provincial level: In addition to population size and area, it is necessary to thoroughly study the national overall planning, regional planning, local planning, socioeconomic development strategies, sectoral development, expansion of development space, capitalizing on comparative advantages, and meeting the development requirements for each locality and the development orientation for the new period as a scientific basis for reorganization.

(2) For the commune level: It is necessary to clearly define the models of local government at the commune level for urban, rural, mountainous, plain, and island areas, based on population size, area, history, culture, economic-social issues, defense, security, ethnicity, religion, etc. Establish the functions, tasks, authority, organizational apparatus, and personnel of local government at the commune level.

(3) Clarify the working relationship between local government levels (between provincial and commune levels); the working relationship in the vertical line from the Central to the commune level (between ministries and central authorities, specialized departments, units, and individuals in charge of specific fields), ensuring smooth, synchronized, integrated, effective operations; determine the conditions to ensure effective functioning of commune-level governments before, during, and after reorganization.

- The Communist Party Committee to the Government of Vietnam promptly implements the plan, ensuring the following specific timeline:

+ Report to the Politburo for guidelines before seeking opinions from party committees and party organizations no later than March 9, 2025.

+ Receive opinions from the Politburo, the Secretariat, and finalize the proposal to seek opinions from provincial, municipal, central party committees, organizations, and central party boards no later than March 12, 2025.

+ Gather feedback from provincial, municipal, central party committees, organizations, and central party boards, finalize the proposal, report to the Politburo, and the Secretariat by March 27, 2025.

+ Consider opinions from the Politburo, Secretariat, and relevant agencies, finalize the proposal and formal report; present to the Central Executive Committee of the Communist Party (through the Central Organization Department) before April 7, 2025.

Temporary suspension of the organization of district- and commune-level congresses in Vietnam

Also in Conclusion 127-KL/TW in 2025, among the implementation progress content that the Politburo and the Secretariat require:

7. Suspend the organization of district and commune-level party congresses; after the 11th Session of the Central Executive Committee of the Communist Party, the Politburo will issue specific directives and guidelines.

Thus, the organization of district and commune-level Communist Party congresses will be suspended according to Conclusion 127-KL/TW in 2025, and after the 11th Session of the Central Executive Committee of the Communist Party, the Politburo will provide specific directives and guidelines.
