Conclusion 126-KL/TW in 2025 on reorganizing and streamlining the organizational structure in Vietnam

On February 14, 2025, the Politburo of the Central Executive Committee of the Communist Party of Vietnam issued Conclusion 126-KL/TW regarding certain contents and tasks for continuing to streamline and streamline the organizational structure of the political system in 2025.

In Section 3 of Conclusion 126-KL/TW 2025, the Politburo and the Secretariat require party committees and party organizations to continue implementing the arrangement and completion of the political system's organizational structure in 2025 and the 2025 - 2030 term as follows:

- Instruct the Communist Party delegation of the National Assembly, the Communist Party delegation of the Government of Vietnam, the Communist Party delegation of the Fatherland Front, central mass organizations, central party committees, party organizations at all levels to hastily study and propose amendments and supplements to the Party's regulations, State laws, relevant mechanisms, and policies to create a legal basis for implementing the comprehensive model of the political system in the coming period, ensuring synchronization in the process of streamlining the organizational structure.

- Assign the Communist Party delegation of the Government of Vietnam:

+ Direct the Communist Party delegation of the Government Inspectorate of Vietnam and relevant agencies and units to complete the Scheme to reorganize the inspection system, reporting to the Politburo at the meeting on February 18, 2025.

+ Lead, direct the review, evaluation, and reorganization of the activities of party organizations in corporations, general companies, and state-owned commercial banks in the direction of transferring grassroots party committees (enterprises) under the party committees of corporations and general companies to local party committees according to the production and business operations area (report to the Secretariat at the end of the second quarter of 2025).

+ Preside, cooperate with the Central Organization Committee, the Communist Party delegation of the National Assembly, relevant party committees, and party organizations to research the direction of continuing to eliminate the intermediate administrative level (district level); developing plans to continue rearranging the commune level according to new organizational models, propose organizational structure, functions, tasks, powers, and responsibilities of the commune level; orient merging some provincial-level administrative units; propose policies to amend and supplement relevant legal regulations, party regulations, and report to the Politburo in the third quarter of 2025.

- Assign the Communist Party delegation of the Central Public Security to preside, coordinate with relevant agencies and provincial and city party committees to lead and direct the implementation of the Scheme to organize the police force at 3 levels, not organizing district-level police forces, ensuring the set goals, requirements, and schedules.

- Assign Central Party committees to lead and direct the Communist Party delegation of the Supreme People's Court, the Communist Party delegation of the Supreme People's Procuracy to research and consult on the model of agencies (courts, procuracies) in the direction of eliminating the intermediate level (district level) and propose amendments and supplements to relevant party policies and state laws; continue to innovate organization, improve the quality of activities of people's courts and people's procuracies to meet the requirements of judicial reform in the new situation; report to the Politburo in the second quarter of 2025.

- Assign the Central Military Commission to preside, coordinate with the Central Organization Committee, the Communist Party delegation of the Government of Vietnam, the Communist Party delegation of the National Assembly, relevant party committees, and party organizations to research directions to continue the reorganization of the military (including the organization of district-level military agencies); propose amendments and supplements to relevant party policies and state laws, report to the Politburo in the third quarter of 2025.

What is the plan for streamlining organizational structure for the bodies of the Vietnam Communist Party according to Conclusion 121?

According to Subsection 2, Section 2 of Conclusion 121-KL/TW 2025, the Central Executive Committee of the Communist Party of Vietnam approved the plan to streamline and consolidate the organizational structure for Communist Party agencies as follows:

- Terminate the activities of the Central External Relations Committee, transferring related functions and tasks to the Ministry of Foreign Affairs and the Communist Party delegation of the Ministry of Foreign Affairs.

- Terminate the activities of the Communist Party delegation of the Central Agencies Bloc, the Communist Party delegation of the Central Enterprise Bloc.

- Terminate the activities of party delegations and party committees at the central and provincial levels.

- Establish 4 Communist Party departments under the Central Executive Committee of the Communist Party: the Communist Party Department of Central Party Agencies; the Communist Party Department of the National Assembly; the Communist Party Department of the Government of Vietnam; the Communist Party Department of the Fatherland Front, central mass organizations.

- Merge the Central Propaganda Department and the Central Mass Mobilization Department into the Central Propaganda and Mass Mobilization Department.

- Add new functions and tasks and rename the Central Economic Department to the Central Policy and Strategy Department.
