What is the purpose of the Code of Conduct on protecting children in the online environment in Vietnam?

According to Article 1 of the Code of Conduct on protecting children in the online environment, issued together with Decision 88/QD-BTTTT 2025, the purpose of the issuance of the Code of Conduct on protecting children in the online environment is outlined as follows:

Article 1. Purpose

1. To establish linguistic, behavioral, and conduct standards for Internet users (users in the online environment) to foster a safe, healthy, civilized online environment, contributing to the protection and support of children in interacting healthily and creatively online.

2. To raise societal awareness about the risks children face in the online environment (or cyberspace). To emphasize the role and responsibility of parents, caregivers, teachers, and society in protecting children online.

3. To promote the reporting of harmful content and activities violating children in the online environment to relevant authorities.

Thus, the Code of Conduct on protecting children in the online environment, issued together with Decision 88/QD-BTTTT 2025, aims to establish civilized conduct standards online, to protect and support children in safe and creative interactions.

Simultaneously, the Code enhances societal awareness of the risks to children when using the Internet, emphasizes the responsibility of parents, teachers, and the community in protecting children, and encourages reporting harmful content and violations to the authorities.

What is the general code of conduct for protecting children in the online environment in Vietnam?

According to Article 4 of the Code of Conduct on protecting children in the online environment, issued together with Decision 88/QD-BTTTT 2025, the general code of conduct applies to all targeted groups:

(1) Comply with Vietnamese laws on the protection of children in the online environment; respect the rights and lawful interests of children; always act in the best interests of children.

(2) Conduct oneself healthily, positively, appropriately with the culture, customs, and traditions of Vietnam, and age appropriately for children in the online environment.

(3) Do not use a child's images and personal information without the consent of the child, parents, and caregivers as per legal regulations.

(4) Do not use children's images and personal information for purposes that may affect their safety and healthy development.

(5) Actively cooperate with agencies, community organizations, and society to protect children in the online environment.

(6) When suspecting or discovering activities harmful to children or risks to children in the online environment, report promptly to the following addresses:

- National hotline for child protection (number 111);

- The nearest police station;

- The network for rescue and protection of children in the online environment (VN-COP) (https://vn-cop.vn/bao-cao-xam-pham; email: bvte@vncert.vn).

According to Article 6 of the Code of Conduct on protecting children in the online environment, issued together with Decision 88/QD-BTTTT 2025, the Code of Conduct for parents, caregivers, and teachers is as follows:

- Respect the personal freedom rights of children in the online environment; care for, listen to children's opinions.

- Regularly discuss with children to understand their needs and interests when participating in online activities.

- Update information on risks to children in the online environment and acquire knowledge, skills, and tools to protect children online.

- Pay attention, support, accompany, and guide children in implementing risk prevention measures and ensuring safety during online activities.

- Supervise and manage children's internet use, control the content children access, upload, and share online, and manage children's online relationships.

- Be attentive to any unusual changes in children to ensure they are always protected and promptly supported online.

- Shield, encourage, and assist children when they encounter difficulties, troubles, bullying, or violations online.

- Actively participate in activities to protect children online within the family, school, community, and society. Report and guide children to report to the relevant authorities as described in Clause 6, Article 4 of the Code of Conduct on protecting children in the online environment issued alongside Decision 88/QD-BTTTT 2025 when discovering violations against children, risks to children in the online environment, harmful content against children.

- Integrate content about protecting children in the online environment in teaching and guidance for children.
