Circular 105/2023/TT-BQP: Health standards for military service in recruitment period 2025 in Vietnam

On December 6, 2023, the Ministry of National Defense issued Circular 105/2023/TT-BQP, taking effect on January 1, 2024, which includes regulations on medical examination standards for military service.

Specifically, according to Article 4 of Circular 105/2023/TT-BQP, military service health standards must meet type 1, type 2, and 3. The classification of military service health standards is carried out according to the provisions of Article 6 of Circular 105/2023/TT-BQP with the following content:

+ Type 1: All indicators score 1;

+ Type 2: There is at least 1 indicator with a score of 2;

+ Type 3: There is at least 1 indicator with a score of 3;

+ Type 4: There is at least 1 indicator with a score of 4;

+ Type 5: There is at least 1 indicator with a score of 5;

+ Type 6: There is at least 1 criterion with a score of 6

- Each indicator, after examination, is given an even score from 1 - 6;

+ In type 1, all examination criteria score 1, health condition is very good.

+ Type 2 has at least one criterion with a score of 2, good health status.

+ Type 3 means having at least one indicator with a score of 3 and a good health condition.

+ Type 4 means having at least one indicator score 4, indicating average health status.

+ Type 5 has at least one indicator that scored 5, indicating poor health, and type 6 has at least one indicator that scored 6, indicating very poor health.

Regarding health classification standards, it is prescribed in Article 5 of Circular 105/2023/TT-BQP as follows:

(1) Standards for classification according to physical strength comply with regulations in Section I, Appendix I issued with Circular 105/2023/TT-BQP.

(2) Standards for classification by diseases and health problems comply with the regulations in Section II Appendix I issued with Circular 105/2023/TT-BQP.

What are the outstanding features of the military service medical examination for the 2025 recruitment period compared to before?

According to previous regulations, specifically Joint Circular No. 16/2016/TTLT-BYT-BQP, people with astigmatism (including all types) will be given a score of 6, which means they are classified as health type 6 - which is ineligible for military service.

However, with Circular 105/2023/TT-BQP, from January 1, 2024, people with physiological hyperopia or less than 1 degree will be given 2 points; those greater than or equal to 1 degree will be given 3 points.

In the case of astigmatism after surgery, after the astigmatism is gone, you will be given a score of 3–4 points, depending on the case.

Thus, according to the latest regulations, if, when having a medical examination for military service in 2025, a person with astigmatism is scored 2 but other health standards do not meet any criteria and is scored 3, 4, 5, 6, then that person will qualify for category 2, that is, eligible to join the army.

If a person with astigmatism is given a score of 3 but has no other health criteria and is given a score of 4, 5, or 6, then they meet the health condition of type 3 and are also eligible for a medical examination for military service.

People with nearsightedness still have to participate in Military service recruitment period 2025

Pursuant to Section II, Appendix I issued with Circular 105/2023/TT-BQP regulating standards for classification by diseases and health problems, people with myopia less than 3 degrees will have their vision scored according to their vision after correcting glasses with a score of 2–3 points.

Therefore, if a person with nearsightedness below 3 degrees without any other health standards scores 4,5,6 during the military service medical examination, that person still has to participate in military service.

At the same time, according to Section III Appendix I issued with Circular 105/2023/TT-BQP, diseases exempt from military service registration include the following:

(1) Mental illness;

(2) Epilepsy;

(3) Parkinson's disease;

(4) People who are blind in one eye;

(5) Deaf people;

(6) People with sequelae from bone and joint tuberculosis;

(7) People with sequelae from leprosy;

(8) Malignant diseases (malignant tumors, malignant blood diseases);

(9) People infected with HIV/AIDS;

(10) People with extremely severe and severe disabilities.
