According to clause 1, Article 9 of the Election Regulations in the Vietnam Communist Party issued under Decision 190-QD/TW 2024, candidacy is applied in the following cases:
- Official members of Vietnam Communist Party candidating at a Party Congress where they are members of that party organization. Official delegates of the congress candidating at the delegates' congress.
- Official members of Vietnam Communist Party who are not delegates can submit a candidacy application at the grassroots party congress or prepare a candidacy dossier to be elected to the party committee of the delegates' congress from the district level and above.
- Members of the executive committee candidating for election to the standing committee; members of the standing committee candidating to be elected as the secretary, deputy secretary; in cases where the party committee only elects a secretary, deputy secretary and does not elect the standing committee, party committee members have the right to candidacy for the election as the secretary, deputy secretary (except in cases stipulated in Article 11 of the Election Regulations in the Vietnam Communist Party issued under Decision 190-QD/TW 2024). In cases where the party cell congress does not elect a party cell committee, official members of Vietnam Communist Party have the right to candidacy to be elected as the secretary, deputy secretary.
- Members of the Central Committee of the Vietnam Communist Party candidating to be elected to the Politburo, Secretariat; members of the Politburo candidating to be elected as General Secretary (except in cases stipulated in Article 11 of the Election Regulations in the Vietnam Communist Party issued under Decision 190-QD/TW 2024).
- Party committee members candidating to be elected to the inspection committee, members of the standing committee candidating to be elected as chairman of the inspection committee of their respective party committee (except in cases stipulated in Article 11 of the Election Regulations in the Vietnam Communist Party issued under Decision 190-QD/TW 2024).
- Members of the inspection committee candidating to be elected as vice-chairman of the inspection committee.
According to Article 9 of the Election Regulations in the Vietnam Communist Party issued under Decision 190-QD/TW 2024 regarding candidacy procedures:
- Official members of Vietnam Communist Party at the Party Congress can candidacy directly at the congress or submit an application to the presidium of the congress. At the grassroots-level delegates’ congress, official members of Vietnam Communist Party who are not delegates shall submit a candidacy application to the grassroots party committee.
- Official delegates at the delegates’ congress can candidacy directly at the congress or submit an application to the presidium of the congress.
- Party committee members candidating directly at the party committee meeting to be elected to the standing committee (Politburo, Secretariat), members of the inspection committee.
- Members of the inspection committee candidating directly at the inspection committee meeting to be elected as vice-chairman of the inspection committee.
- Members of Vietnam Communist Party who are not delegates of the congress, if candidating to the party committee from district level and above, must complete the candidacy dossier and submit it to the organizing body of the convening party committee at least 15 working days before the opening of the congress. The candidacy dossier includes:
The grassroots party committee where the Vietnam Communist Party member is active and resides is responsible for authenticating and evaluating the candidate. Matters requiring inspection or verification beyond authority shall be proposed to the immediate superior party committee for consideration and decision.
The organizing body of the convening party committee is responsible for cooperating with relevant agencies to verify the validity of the dossier and the qualifications of the candidate.

5- Members of Vietnam Communist Party who are not delegates of the congress, if candidating to the party committee from district level and above, must complete the candidacy dossier and submit it to the organizing body of the convening party committee at least 15 working days before the opening of the congress. The candidacy dossier includes:
- Candidacy application.
- Curriculum vitae authenticated by the grassroots party committee.
- Declaration of personal and family assets and income as per regulations.
- Medical certificate.
- Evaluation from the grassroots party committee where the member is active and resides.
The grassroots party committee where the Vietnam Communist Party member is active and resides is responsible for authenticating and evaluating the candidate. Matters requiring inspection or verification beyond authority shall be proposed to the immediate superior party committee for consideration and decision.
The organizing body of the convening party committee is responsible for cooperating with relevant agencies to verify the validity of the dossier and the qualifications of the candidate.
Thus, the composition of the candidacy dossier according to the Election Regulations in the Vietnam Communist Party issued under Decision 190-QD/TW 2024 added 2 types of documents, which are:
- Conclusion on political standards by the competent party committee as per regulations;
- Copies of diplomas, certificates on professional, technical, and political theory qualifications (authenticated by the managing agency or competent authority).
According to Article 3 of the Charter of the Vietnam Communist Party of Vietnam 2011, party members have the following rights:
- To be informed and discuss issues regarding the political platform, Charter of the Vietnam Communist Party, policies, guidelines of the Vietnam Communist Party; vote on the affairs of the Vietnam Communist Party.
- To candidacy, nominate, and elect leadership bodies at all levels of the Vietnam Communist Party according to the regulations of the Central Committee.
- To criticize and question the activities of party organizations and party members at all levels within the organization; report, propose to responsible agencies and request responses.
- To present opinions when the party organization evaluates or decides on work or disciplinary actions against them.
Reserve members of Vietnam Communist Party have these rights, except for the rights to vote, candidacy, and elect the leadership bodies of the Vietnam Communist Party.
Thus, party members have the rights such as: criticizing, questioning the activities of party organizations and party members at all levels within the organization; presenting opinions when the party organization evaluates, decides on work… except for the rights to vote, candidacy, and elect the leadership bodies of the Vietnam Communist Party.
