Conditions for introducing and admitting members to the Communist Party of Vietnam in 2025

According to Section 3 Regulation 232-QD/TW in 2025, the conditions for introducing and admitting members to the Communist Party of Vietnam in 2025 include:

(1) The Executive Committee of the Ho Chi Minh Communist Youth Union at the grassroots level or the collective branch union at the grassroots; the grassroots trade union executive committee considers and issues a resolution to introduce union members into the Communist Party.

(2) Introduction of a member into the Communist Party by a current party member.

- Must be an official party member, working, studying, or living together at the residence for at least 12 months with the person being introduced into the Communist Party within the same unit under the leadership of the grassroots party, branch.

- If the party member introducing someone to the Communist Party transfers to another grassroots party, branch, is disciplined, or for other reasons cannot continue to monitor, assist the person into the Communist Party, the branch assigns another official party member to monitor and assist the person (not necessarily working, studying, or living together for at least 12 months with the person being introduced).

(3) Matters relating to the political standards of the person entering the Communist Party are implemented according to the Politburo regulations.

(4) Admission of members into the Communist Party where there are no party members or branches.

- The immediate superior level of the grassroots party organization (where the person works, studies, resides) assigns the branch with the most favorable conditions to appoint an official party member to assist the person into the Communist Party. When there are sufficient conditions and standards, the party branch where the member assisting the person resides processes the admission procedure as regulated.

- Admission of party members under special circumstances is implemented according to the Politburo regulations.

(5) Readmission of a person into the Communist Party

- The person considered for readmission must meet the following conditions:

+ Meet the conditions and standards of a Communist Party member as stipulated in Article 1 of the Communist Party of Vietnam Charter.

+ At least 36 months since leaving the Communist Party (specifically, for those convicted of minor offenses, 60 months must have passed since their criminal record was cleared; party members who left due to violations of population policies and family planning will follow the Secretariat's regulations); apply for re-admission into the Communist Party; must receive written consent from the provincial or equivalent party committee standing committee, the competent authority (district party committee and equivalent) for consideration and decision.

+ Adhere strictly to the procedures outlined in Clauses 1, 2, 3, Article 4 of the Communist Party of Vietnam Charter.

- Subjects not considered for readmission.

Those previously leaving the Communist Party due to: Self-abandonment of party activities; making a request to leave the Communist Party (except in exceptional family difficulty cases); causing severe internal discord; convicted of corruption; convicted of serious crimes or higher.

+ Only admitted back once.

+ Party members readmitted must undergo a probationary period.
