The minutes of the year-end branch party meeting is one of the crucial documents in summarizing and evaluating the work of the Vietnam Communist Party. It is aimed at reviewing, conducting self-criticism, and providing criticism for the organization and individual leaders and managers over the past year. This serves as a basis for evaluating strengths and weaknesses, thereby drawing lessons and setting out improvement directions.

According to the guidance on organizing branch party meetings in sub-section 3.3 Section II of Guidance 12-HD/BTCTW in 2018:
- The timing of the meeting is conformable to the competent committee's authorization.
- The content and order of the branch party meeting must be fully implemented according to regulations. The chair's method should be flexible and effective.
- Commendation of exemplary Party members of the month; remind and criticize those who have not fulfilled their assigned tasks, those who do not adhere to the annual commitment to self-improvement, practice, strive or have faults in implementing the Communist Party's guidelines, resolutions, directives, and higher-level committee's regulations but not to the level of disciplinary action (if any).
- Many Party members should participate in sharing opinions.
- branch party meeting duration: Ensure no less than 90 minutes. If combining specialized meetings with regular branch party meetings in the same session, the minimum duration must be 120 minutes. For branch partys with too few members, the competent committee defines a specific meeting time.
- The branch party meeting minutes book fully records the developments of the meeting, preserved and stored long-term as a reference material, and tradition education for Party members.
Thus, the duration of the branch party meeting must be from 90 minutes or more.
If combining specialized meetings with regular branch party meetings in the same session, it must ensure a minimum of 120 minutes. For branch partys with very few members, a specific time is prescribed by the competent committee.
In sub-section 1.2 Section II of Guidance 12-HD/BTCTW in 2018, the steps of a branch party meeting are guided as follows:
* Opening
- State the reason, introduce the guests (if any).
- Appoint a secretary to take the minutes of the branch party meeting.
- Notify the situation of Party members: The number present, absent (with or without reasons).
- Announce the content and program of the branch party meeting.
* Conducting the Meeting
(1) For regular meetings
- The branch party Secretary reports the meeting content prepared by the Executive Committee and suggests discussion topics.
- Party members provide opinions, focusing on exchanging, discussing key content related directly to the branch party's activities; self-criticize the task performance; provide feedback, criticize Party members within the cell.
- The branch party Secretary provides information and orientation to clarify issues of concern to Party members, creating a democratic, open atmosphere, encouraging members to contribute to making the meeting effective.
(2) For specialized meetings
- The branch party Secretary states the purpose and requirements of the specialized meeting.
- A designated Party member presents a draft of the specialized topic.
- Party members provide feedback, express personal perceptions of the topic and its effect on themselves; relate it to the branch party, agency, unit, locality; exchange, contribute feedback to improve the draft of the specialized topic.
- The designated Party member incorporates feedback for improvement. The completed topic is sent to Party members in the branch party (for branch partys with many members, it can be sent to the Party group) for study and report to the higher-level committee.
* Conclusion
(1) For regular meetings
The branch party Secretary performs the following main tasks:
- Summarize opinions shared during the meeting; incorporate feedback to refine the branch party meeting content; assign tasks to Party members and specify completion time.
- Guide the psychology of Party members; resolve or convey to competent levels the concerns, aspirations, suggestions, and recommendations of Party members.
- Adopt resolutions or conclusions.
- Evaluate the quality of the meeting.
- The secretary presents the minutes of the branch party meeting.
(2) For specialized meetings
The branch party Secretary evaluates the preparation, quality of the specialized topic; its significance and effect on the branch party and members. Concludes with necessary additions to refine the draft of the specialized topic.
Do not organize professional meetings merged with branch party meetings. Conducting specialized meetings does not replace regular branch party meetings; if the branch party faces time or venue issues, specialized meetings might be combined with regular ones in the same session but carried out sequentially; completing regular meetings first, followed by specialized ones or vice versa.
