Will the 2018 program be applied to all classes starting from the academic year 2024-2025 in Vietnam?
According to Article 2 of Circular 32/2018/TT-BGDDT, the timeline for implementing the 2018 General Education Program (referred to as the 2018 Program) is stipulated as follows:
- From the academic year 2020-2021 for grade 1.
- From the academic year 2021-2022 for grades 2 and 6.
- From the academic year 2022-2023 for grades 3, 7, and 10.
- From the academic year 2023-2024 for grades 4, 8, and 11.
- From the academic year 2024-2025 for grades 5, 9, and 12.
By the academic year 2024-2025, the remaining three grades—grades 5, 9, and 12—will officially adopt the 2018 Program instead of the 2006 General Education Program (2006 Program) according to Decision 16/2006/QD-BGDDT as in the academic year 2023-2024.
Thus, from the academic year 2024-2025, all grades in general education will adopt the 2018 Program.

What are the educational objectives of each educational level in the 2018 Program in Vietnam?
Based on the general education program issued with Circular 32/2018/TT-BGDDT, the 2018 general education program concretizes the objectives of general education, helping students master general knowledge, effectively apply learned knowledge and skills to life and lifelong learning, have a career choice orientation, know how to build and harmoniously develop social relationships, have personality, character, and a rich spiritual life, thereby having a meaningful life and positively contributing to the development of the country and humanity.
To be specific:
- The primary education program helps students form and develop the basic elements that lay the foundation for harmonious physical and mental development, qualities and capabilities; primarily oriented towards education on personal values, family, community, and essential habits and order in learning and living.
- The lower secondary education program helps students develop the qualities and capabilities that have been formed and developed in primary education, self-regulate according to common social norms, know how to apply positive learning methods to complete fundamental knowledge and skills, have initial understanding of occupations and career orientation awareness to continue to upper secondary education, vocational training, or participate in labor life.
- The upper secondary education program helps students continue to develop the necessary qualities and capabilities for workers, awareness and citizenship, self-learning ability and lifelong learning awareness, the ability to choose a career suitable to their capabilities and interests, conditions and circumstances to continue to higher education, vocational training, or participate in labor life, and the ability to adapt to changes in the context of globalization and new industrial revolution.
What conditions are required to implement the 2018 Program in Vietnam?
Based on the general education program issued with Circular 32/2018/TT-BGDDT, to implement the 2018 Program, the following conditions are required:
(1) Organization and management of the school
- The school has the mission to develop the character of each student and serve the development needs of the economy - society in constantly changing conditions; acts as the cultural and educational center of the local community; is granted autonomy as stipulated by law; implements grassroots democratic regulations; complies with the policies and directions of the Communist Party, the laws of the State, and the leadership and instructions of the Party committees, local government, and education management agencies at all levels.
- Organizational structure and management of school education activities follow the regulations of the primary school charter and secondary school charter issued by the Minister of Education and Training.
(2) Management staff, teachers, and employees
- The principal is evaluated periodically and rated as satisfactory or higher according to the Standards for principals of general education institutions; receives training and political theory training in education management and general education program according to regulations.
- The number and structure of teachers (including visiting teachers, if any) ensure the teaching of subjects and educational activities of the general education program; 100% of teachers have degrees meeting or exceeding the standards; are rated as satisfactory or higher according to the Professional Standards for teachers of general education institutions; teachers are ensured their rights according to the charter of general schools and the law; teachers are trained in teaching methods according to the general education program.
- Staff have professional qualifications ensuring the regulations, receive training on the content of the general education program related to each position's tasks in the school.
(3) Facilities and teaching equipment
Locations, area, school scale; study room blocks; study support room blocks; library; administrative management room blocks; playground, sports facilities; auxiliary blocks; living support blocks; technical infrastructure and minimum teaching equipment ensure the regulations of the Ministry of Education and Training.
(4) Socialization of education
- Comprehend the viewpoint that education development is the cause of the Communist Party, the State, and the whole people. The Party committees, local governments are responsible for leading and directing the successful implementation of the general education program; ensuring conditions for implementing the program; strictly implementing the policies of the Party and the State for teachers and educational management staff of general education institutions.
The school proactively advises the Party committees, government and cooperates with individuals and organizations in the locality to mobilize diverse resources to participate in educational activities and support the school’s funding, facilities, and build a healthy and safe educational environment.
- Good coordination between family education and school education. Families and parents of students are guided to coordinate and participate in educating their children according to the requirements of the class and the educational level; the Parent Representative Board has an organization structure, duties, rights, responsibilities, and activities according to the charter of the Parent Representative Board; the school creates favorable conditions for the Parent Representative Board to operate.
- Good coordination between school education and social education. The school proactively organizes and guides students to participate in the activities of the Union, Team, Associations, social activities, actively contributing to the implementation of local socio-economic development tasks, thereby educating students in practical life.
