Based on Clause 4, Article 21 of the Regulations on admission to universities and preschool education college issued together with Circular 08/2022/TT-BGDDT:

Notification of results and confirmation of enrollment

1. Training institutions will send an admission notice to candidates who passed, specifying the necessary procedures for admission and the methods for the candidates to enroll.

2. Candidates must confirm their enrollment online on the system before proceeding with admission at the training institution.

3. For candidates who do not confirm their enrollment within the prescribed period:a) If without a valid reason, it will be considered as the candidate declining the admission offer, and the training institution has the right not to accept them;b) If due to illness, accidents with certification from a district-level hospital or higher, or natural disasters with certification from the district-level People's Committee or higher, the training institution will review and decide whether to accept the candidate or defer the admission result for the candidate to enroll later;c) If due to errors or mistakes by the admission staff or the candidate themselves, the training institution will cooperate with relevant individuals and organizations to review evidence and decide on accepting the candidate or deferring the admission result for later enrollment.

4. Candidates who have confirmed their enrollment at one training institution will not be allowed to apply elsewhere or participate in additional admissions, unless permitted by the training institution.

Accordingly, candidates who have confirmed their enrollment are not allowed to participate in additional admissions, unless permitted by the training institution.

When do universities in Vietnam announce additional admissions?

Based on the University Admission Implementation Plan, Preschool Education College Admission for 2024 issued together with Decision 1139/QD-BGDĐT for 2024:

Thus, the time for universities to announce additional admissions will be from August 28, 2024.

The time for universities to conduct additional admissions and update the list of admitted candidates and their enrollment according to regulations is from September to December 2024.

The specific time will be regulated by each university.

+ Regarding commitment fulfillment: Training institutions must honor commitments to candidates; provide counseling, support, and resolve complaints to protect the legitimate rights of candidates in case of risks.

- Equality among training institutions

+ Regarding cooperation: Training institutions cooperate equally to enhance the quality and efficiency of admissions, bringing the best benefits to candidates;

+ Regarding competition: Training institutions compete honestly, fairly, and healthily in admissions according to competition law.

- Transparency to society

+ Regarding information transparency: Training institutions are responsible for publicly disclosing full, clear, and prompt admissions information via appropriate media for societal and state management agency supervision;

+ Regarding accountability: Training institutions are responsible for reporting as required by state management agencies and explaining to society in an appropriate manner on major issues causing public concern.
