Under Article 2 of Circular 26/2009/TT-BGDDT, the regulations regarding uniforms are as follows:
Uniforms, Graduation Attire
1. A uniform is an outfit used by all students of a school when attending school to enhance the sense of responsibility, honor, pride in the school's traditions, and to show equality among students, contributing to the building of a learning environment and cultural lifestyle.
Uniforms include: trousers of the same color, shirts of the same color (shirt, jacket, or traditional dress), badges, shoes or sandals.
2. Graduation attire is an outfit used by students of a school (or a department) during the graduation ceremony of higher education institutions and vocational schools, to create a solemn atmosphere, enhance the spirit of responsibility, honor, pride among students, honor professions, and showcase the cultural beauty of the Vietnamese nation.
Graduation attire includes: shirt, hat, and the school emblem (if any).
According to these regulations, wearing a uniform to school aims to enhance the sense of responsibility, honor, and pride in the school's traditions, display equality among students, and contribute to building a learning environment and cultural lifestyle. This regulation is not merely about clothing but also provides many practical benefits for both students and the school.
Why is wearing uniform emphasized and maintained through many generations? Below are the main reasons explaining the significance of student uniforms in the educational environment:
(1) From the School's Perspective

Additionally, wearing uniform daily helps students develop a sense of discipline, responsibility, and respect for the school.

- No matter how time passes, the uniform always holds a special place in each person's heart, as a precious gift of school days.
- Saves costs on school clothing: Fashion trends often change, requiring students to frequently buy new clothes to stay updated. In contrast, school uniforms have a fixed design and rarely change with the seasons, helping to avoid high costs from following fashion trends. Additionally, school uniforms are designed and made from durable materials that withstand frequent washing. This helps extend the clothes' lifespan, reducing the frequency and cost of replacing new clothes.
- Enhances students' creativity: Most class uniform designs are the product of the members' creativity. Designing class uniforms is not only an enjoyable activity but also an opportunity for them to express their personality and design talent. Each class has its unique style, and the class uniform is a way for them to clearly express that.

What are the principles for wearing uniforms by students at all education levels in Vietnam to ensure proper conduct?
Article 3 of Circular 26/2009/TT-BGDDT provides the principles for wearing uniform in Vietnam as follows:
(1) Principles of wearing uniform
- Ensuring aesthetic standards, appropriate for gender, age of students, and the cultural identity of the nation, and characteristics of each locality, while ensuring stability and reflecting the traditions of the school.
- Being suitable for weather conditions, and convenient for studying, school activities, and other engagements.
- Ensuring the economy, is suitable for the economic and social conditions of each locality and each school.
(2) Principles of wearing graduation attire
- Ensuring uniformity within each school or training sector.
- Ensuring aesthetic and educational standards in graduation ceremonies.
- Ensuring differentiation of graduates from different training levels: vocational, university.
- Ensuring scientific standards, showcasing the traditional cultural beauty of the Vietnamese nation.
(3) In cases where organizations or individuals, domestic or international, sponsor financially, uniforms and graduation attire must comply with this document's regulations and should not be exploited for advertising purposes.
(4) Students being ethnic minorities are encouraged to wear their ethnic attire on holidays, festivals, and on days when the school does not require uniforms.
May general education institutions independently decide on their student uniform models in Vietnam?
According to Article 7 of Circular 26/2009/TT-BGDDT, the responsibilities of general education institutions in Vietnam are stated as follows:
Responsibilities of General Education Institutions
1. Depending on the climate, weather of each region, and based on school conditions with the consensus of parents, the Principal decides the wearing of uniforms and prescribes designs, colors, and the number of days uniforms are worn per week.
2. Should there be a need to change the design or color of the uniform, it must be approved by the school council and the parent committee.
3. Parents or the parent committee arrange the sewing or purchase of uniforms in accordance with this Circular and other school regulations.
According to the regulation, depending on the climate/weather of each region, and based on school conditions with the consensus of parents, the Principal decides the wearing of uniforms and prescribes designs, colors, and the number of days uniforms are worn per week.
Should there be a need to change the design or color of the uniform, it must be approved by the school council and the parent committee
Therefore, general education institutions cannot independently decide on the student uniform model without considering the climate/weather of each region, and school conditions with the consensus of parents.
