Who shall appoint the Directors of National Universities in Vietnam?
Based on Clause 3, Article 8 of the Law on Higher Education 2012 (replaced by Clause 1, Article 2 of the Amended Law on Higher Education 2018), the National Universities are regulated as follows:
National Universities
1. The National Universities are centers of high-quality multi-disciplinary and multi-field training, scientific research, and technology, prioritized for development by the State.
2. The National Universities have high autonomy in activities related to training, scientific research, finance, international relations, and organizational structure. The National Universities are under the state management of the Ministry of Education and Training, other ministries and central authorities, and the People's Committees at levels where the National Universities are located, within the scope of functions prescribed by the Government of Vietnam and in accordance with the law.
The National Universities work directly with ministries, agencies equivalent to ministries, agencies under the Government of Vietnam, and the provincial People's Committees, centrally affiliated cities to resolve matters related to the National Universities. When necessary, the Directors of the National Universities report to the Prime Minister of the Government of Vietnam on issues related to the activities and development of the National Universities.
3. The Chairman of the National Universities Council and the Director, Vice Directors of the National Universities are appointed and dismissed by the Prime Minister of the Government of Vietnam.
Thus, the Directors of the National Universities are appointed by the Prime Minister of the Government of Vietnam.

What is the Organizational Structure of the National Universities in Vietnam?
According to Article 4 of the Organization and Operation Regulations of the National Universities and affiliated higher education institutions issued with Decision 26/2014/QD-TTg, the organizational structure of the National Universities is as follows:
- National Universities Council.
- Director, Vice Directors.
- Offices and functional departments organized on the principles of efficiency and streamlining.
- Member universities; member scientific research institutes.
- Affiliated faculties; scientific and technological research centers; campuses (if any); organizations serving training, scientific research, and application deployment; production, business, and service bases; hospitals, publishing houses, scientific journals.
- Scientific and training councils; several other advisory councils.
What are the duties and powers of the National Universities?
According to Article 3 of Decree 186/2013/ND-CP, the duties and powers of the National Universities are as follows:
- Formulating strategies, planning, and development plans for the National Universities.
- Organizing training activities, scientific research, and international cooperation as prescribed by law; training and fostering scientific talents; transferring knowledge and providing high-quality human resources to serve economic and social development and international integration.
- Managing, operating, utilizing, and sharing common resources and facilities within the National Universities, ensuring organic, synchronous, and efficient operations; mobilizing societal resources to build the National Universities into a higher education institution gradually meeting international and regional standards.
- Researching and providing scientific bases to contribute to the formulation of orientations, policies, strategies, and development plans for the country's economy and society; proposing and implementing key national scientific research programs as prescribed.
- Implementing information policies, reporting to the Prime Minister of the Government of Vietnam, the Ministry of Education and Training, the Ministry of Science and Technology, relevant ministries, and central authorities as prescribed; subject to inspection and examination by the Ministry of Education and Training, the Ministry of Science and Technology, the Government Inspectorate, relevant ministries, central authorities, and provincial People's Committees where the National Universities is based as prescribed.
- Having high autonomy in activities related to training, scientific research, finance, international relations, and organizational structure according to the Organization and Operation Regulations of the National Universities and its affiliated higher education institutions; having a special financial mechanism prescribed by the Prime Minister of the Government of Vietnam.
- Being allowed to pilot new training disciplines and majors not included in the prescribed list to meet societal needs, on the basis of meeting regulatory conditions; reporting to the Ministry of Education and Training for monitoring and inspection.
- Being authorized to approve cooperative training programs with foreign countries at undergraduate, master's, and doctoral levels organized at the National Universities as prescribed by law.
- Working directly with ministries, agencies equivalent to ministries, agencies under the Government of Vietnam, and provincial People's Committees, centrally affilaited cities. When necessary, the Director of the National Universities reports to the Prime Minister of the Government of Vietnam on issues related to the activities and development of the National Universities.
- Performing other duties and exercising other powers as prescribed by law.
