Under Article 4 of Decree 111/2018/ND-CP which stipulates the principles for organizing the celebration of establishment dates and traditional days in Vietnam:
Principles for organizing the celebration of establishment dates and traditional days
1. Celebration activities must be organized solemnly, safely, economically, without ostentation and formality.
2. Celebrations of establishment dates and traditional days are only organized when there is a formal establishment document or recognition decision from authorities.
3. Celebrations can only be held on full anniversary years. In case ministries and central authorities, provincial levels simultaneously have establishment dates, re-establishment dates, traditional days, only one among these can be selected for celebration.
4. No gifts and receptions are allowed during celebration activities.

Moreover, Articles 2 and 3 of Decision 167-HDBT in 1982 provide:

The levels and sectors should assign leadership personnel to visit teachers and organize friendly meetings with teachers, during which exemplary teachers can be honored and rewarded.
