Who is eligible to register for university or college enrollment in preschool education in Vietnam?
According to the provisions of Clause 1, Article 5 of the Regulation on university enrollment, preschool education college enrollment promulgated together with Circular No. 08/2022/TT-BGDDT, the subjects eligible to register for university or college enrollment in preschool education include:
- Individuals who have been recognized as graduating from a Vietnamese upper secondary school or have a upper secondary school diploma from a foreign country that is recognized as equivalent;
- Individuals who have a vocational secondary school diploma in the same field as the intended application and have completed the required volume of upper secondary school cultural knowledge as prescribed by law.
Subjects eligible to register for university or college enrollment in preschool education must meet the following conditions:
- Meet the entry threshold as prescribed in Article 9 of the Regulation on university enrollment, preschool education college enrollment promulgated together with Circular No. 08/2022/TT-BGDDT;
- Be in good health to study according to current regulations;
- Have sufficient personal information and application documents as required.
* For a training program or a field of training that applies multiple enrollment methods simultaneously, the training institution may specify the eligibility and conditions for each enrollment method but must comply with the principles stipulated in point b, clause 1, Article 4 of the Regulation on university enrollment, preschool education college enrollment promulgated together with Circular No. 08/2022/TT-BGDDT.
* For disabled applicants with reduced learning capacity, the training institution shall take necessary measures and provide the best conditions for applicants to wish to register and attend fields suitable to their health conditions.

What enrollment methods are available for university and college enrollment in preschool education in Vietnam?
Based on Article 6 of the Regulation on university enrollment, preschool education college enrollment promulgated together with Circular No. 08/2022/TT-BGDDT, the following enrollment methods are stipulated:
Enrollment Methods
- The training institution decides on one or several enrollment methods (entrance exams, admissions review, or a combination of entrance exams and admissions review), applicable to the entire institution or specific programs, fields, and forms of training. A program or field of study may utilize several enrollment methods simultaneously.

Thus, the enrollment methods available for university and college enrollment in preschool education include:
- Entrance exams;
- Admissions review;
- A combination of entrance exams and admissions review.
What are the priority policies in university and college enrollment in preschool education in Vietnam?
Based on Article 7 of the Regulation on university enrollment, preschool education college enrollment promulgated together with Circular No. 08/2022/TT-BGDDT, the priority policies in university and college enrollment in preschool education are as follows:
- Priority by region:
+ The priority score for region 1 (KV1) is 0.75 points, rural region 2 (KV2-NT) is 0.5 points, region 2 (KV2) is 0.25 points; region 3 (KV3) does not receive priority points;
+ The enrollment region of each candidate is determined by the school location where the candidate has studied the longest during their upper secondary school years (or vocational education); if the duration of study (longest) at different regions is equivalent, it is determined by the location of the last school attended;
+ The following cases are afforded regional priority according to their place of residence:
++ Students from boarding ethnic schools are entitled to the State's priority and preferential policies as regulated;
++ Students whose place of residence (during upper secondary school or vocational education) is over 18 months in:
Socio-economically disadvantaged areas and villages according to the provisions of the Minister, Chairman of the Committee for Ethnic Minority Affairs, and the Prime Minister of the Government of Vietnam;
Disadvantaged coastal and island areas;
Economically challenged, border, and safety zone communes under the investment portfolio of Program 135;
Exceptionally disadvantaged villages and communes according to the provisions of the Prime Minister of the Government of Vietnam if studying at upper secondary schools (or vocational education) in districts, district-level towns, provincial cities having at least one exceptionally disadvantaged commune.
++ Military personnel; officers, corporal officers, soldiers serving mandatory duty in the people's armed forces designated for enrollment, if stationed for 18 months or more in a region, shall enjoy regional priority benefits equivalent to that region or their original place of residence before enlistment, depending on which region offers higher priority;
If stationed for different lengths of time in regions with varying priority levels, the regional priority is according to the region with the longer stationing period; if less than 18 months, regional priority is according to their original place of residence before enlistment.
+ From 2023, candidates shall enjoy regional priority benefits as prescribed in the year of graduation from upper secondary school (or vocational school) and in the following year.
- Priority by subject policy:
+ The priority score for the UT1 group (including subjects 01 to 04) is 2.0 points and for the UT2 group (including subjects 05 to 07) is 1.0 points;
+ The priority score for other policy subjects (as stipulated in current legal documents) is decided by the Minister of Education and Training;
+ Candidates falling under multiple policy subjects as specified in points a, b clause 2 Article 7 of the Regulation on university enrollment, preschool education college enrollment promulgated together with Circular No. 08/2022/TT-BGDDT shall only receive the highest priority score.
- The priority scores specified in Article 7 of the Regulation on university enrollment, preschool education college enrollment promulgated together with Circular No. 08/2022/TT-BGDDT are applicable to the total score of 3 subjects (in the combinations for admissions review) on a 10-point scale for each subject/test (without multiplying coefficients);
In cases where other scoring methods are used, the priority score shall be converted equivalently.
- From 2023, the priority score for candidates achieving a total score of 22.5 or above (when converted to a 10-point scale with a maximum of 30 for 3 subjects) is determined by the following formula:
Priority Score = [(30 - Total Score Achieved)/7.5] x Priority Score specified in clauses 1, 2, Article 7 of the Regulation on university enrollment, preschool education college enrollment promulgated together with Circular No. 08/2022/TT-BGDDT.
