Who is eligible to participate in the exam for the selection of excellent students at the national level in Vietnam?
Based on the provisions of Clause 1, Article 4 of the Regulation on selection of excellent students at the national level issued together with Circular 17/2023/TT-BGDDT as follows:
Eligible students
1. For the national excellent student selection exam:
a) Students currently in upper secondary school (upper secondary school) with conduct (or discipline) and academic performance (or grades) rated as fairly good or higher according to the results of the semester (or academic year) immediately preceding the exam and selected for the school's competition team;
b) Each candidate is only allowed to participate in one subject per academic year.
2. For the Olympic team selection exam:
Students currently in upper secondary school (upper secondary school) who fall into one of the following categories:
a) Selected by the Ministry of Education and Training from among students who won prizes in the national excellent student selection exam of the same academic year based on the principle of selecting from highest to lowest scores, ensuring that the number of students selected for each subject does not exceed eight (08) times the number of students needed for the national team to compete in the international Olympic in that subject;
b) Did not participate in the national excellent student selection exam of the same academic year, but were members of the national team that competed in regional Olympic games; members of the national team that competed in international Olympic games in the previous academic year.
The eligible students for the exam for the selection of excellent students at the national level include: Students currently in upper secondary school with conduct (or discipline) and academic performance (or grades) rated as fairly good or higher according to the results of the semester (or academic year) immediately preceding the exam and selected for the school's competition team.
*Note: Each candidate is only allowed to participate in one subject per academic year.

How many students are in the national excellent student team in Vietnam?

Number of students
1. For the national excellent student selection exam: Each unit participating in the exam may register a maximum of 10 students for the team per subject (specifically, units in Hanoi and Ho Chi Minh City may register a maximum of 20 students per team).
2. For the Olympic team selection exam: The number of students for each subject each year is summoned by the Ministry of Education and Training, ensuring all requirements specified in Clause 2, Article 4 of this Regulation are met.
Thus, according to the above regulations, the national excellent student team can have a maximum of 10 students per subject team (specifically, units in Hanoi and Ho Chi Minh City may register a maximum of 20 students per team).
What are the regulations for directing and organizing the national excellent student selection exam in Vietnam?
Based on the provisions of Clause 1, Article 9 of the Regulation on selection of excellent students at the national level issued together with Circular 17/2023/TT-BGDDT, the regulations for directing and organizing the national excellent student selection exam are as follows:
- The Ministry of Education and Training directs and organizes the national excellent student selection exams; considers and decides on special cases to ensure the purpose and requirements of the exam organization.
- Annually, the Minister of Education and Training issues a decision to establish the National Excellent Student Selection Exam Steering Committee (referred to as the Exam Steering Committee).
+ The Head of the Steering Committee is the Deputy Minister of Education and Training; Deputy Heads are leaders of relevant functional units under the Ministry of Education and Training, in which the Standing Deputy Head is the leader of the Quality Management Department ; Members are leaders of some relevant units under the Ministry of Education and Training and the Ministry of Public Security; the Secretary assisting the Steering Committee are officials and public employees from relevant units under the Ministry of Education and Training and the Ministry of Public Security;
+ Duties and powers of the Exam Steering Committee: Assist the Minister of Education and Training in directing the implementation of examination organization plans; direct and inspect the stages of preparing exam questions, supervision, examination, and re-evaluation; handle arising issues during the exam organization process, report to the Minister of Education and Training, and relevant authorities.
+ Duties and powers of the members of the Exam Steering Committee: The Head of the Steering Committee is responsible for the results of the tasks performed by the Committees and organizes the members to perform tasks and powers as specified in point b, Clause 2 of this Article; the Deputy Heads, Members, and the Secretary are responsible for the results of tasks and powers assigned or authorized by the Head.
- The Quality Management Department presides and cooperates with relevant units to perform the following tasks:
+ Develop plans to organize national excellent student selection exams, submit them to the Minister of Education and Training for approval;
+ Guide the organization of national excellent student selection exams;
+ Mobilize units participating in the exam to supervise the national excellent student selection exams;
+ Prepare and deliver exam questions to meet organizational requirements;
+ Organize the supervision of the Olympic team selection exam;
+ Organize the grading and re-evaluation of the national excellent student selection exams.
- The Inspectorate of the Ministry of Education and Training: Presides and cooperates with relevant units to inspect and supervise the stages of organizing national excellent student selection exams.
