Who is a Training Accreditor at a Pedagogical College in Vietnam?
Pursuant to Article 2 of Circular 14/2022/TT-BGDDT the regulations are as follows:
Training accreditor
A training accreditor is a person who meets the standards specified in Article 4 of this Circular and participates in educational quality assurance activities in accordance with the regulations of the Minister of Education and Training.
Referring to Article 4 of Circular 14/2022/TT-BGDDT the regulations are as follows:
Standards for training accreditors
1. Possess good moral qualities, honesty, objectivity, and impartiality in work.
2. Have a professional and scientific attitude and working style; be responsible and cooperative in work; comply with the law.
3. Have a profound, extensive understanding and practical experience in ensuring quality and quality assurance of higher education and colleges of education; particularly understand policies and laws regarding higher education and colleges of education; be capable of independent, autonomous judgment, evaluation, and recommendations for quality assurance and quality assurance of educational institutions and training programs according to the standards issued by the Minister of Education and Training.
4. Have been lecturers or involved in the management of higher education or colleges of education for 05 years or more.
5. Possess a valid training accreditor card.
Thus, a training accreditor at a pedagogical college must possess good moral qualities, honesty, objectivity, and impartiality in work and meet the following conditions:
- Working attitude and style must be professional, scientific; responsible and cooperative in work; comply with the law.
- Have a profound and extensive understanding and practical experience in ensuring quality and quality assurance of colleges of education; particularly understand policies and laws regarding higher education and colleges of education; be capable of independent, autonomous judgment, evaluation, and recommendations for quality assurance and quality assurance of educational institutions and training programs according to the standards issued by the Minister of Education and Training.
- Have been lecturers or involved in the management of higher education or colleges of education for 05 years or more.
- Possess a valid training accreditor card.
5 Things Training Accreditors at a Pedagogical College in Vietnam Must Not Do
According to Clause 3, Article 5 of Circular 14/2022/TT-BGDDT, the regulations include 5 things training accreditors at a pedagogical college must not do:
[1] Exploit the duties and powers of a training accreditor to perform acts contrary to the principles of quality assurance activities for personal gain from educational institutions, quality assurance organizations, and other related organizations and individuals;
[2] Connect or associate with educational institutions, quality assurance organizations to act against the law in negotiating, signing, advising contracts on quality assurance, affecting public interests, or the legitimate interests of organizations and individuals;
[3] Accept or demand any amount of money, other benefits from educational institutions and other related organizations and individuals beyond the agreed-upon remuneration and costs in signed contracts and according to the law;
[4] Insult the honor or undermine the reputation of colleagues; misuse their influence to intervene unlawfully in colleagues' activities;
[5] Engage in other prohibited acts as specified by the law.

Purpose of Issuing Regulations on Training Accreditors at a Pedagogical College in Vietnam
According to Article 3 of Circular 14/2022/TT-BGDDT, the regulations on training accreditors at a pedagogical college are issued for three purposes:
- Serve as a basis for competent state management agencies to manage the activities of training accreditors; allow society and related agencies, organizations to monitor the implementation of the duties and powers of training accreditors, as well as their training, evaluation, recruitment, utilization, and management.
- Serve as a basis to enhance the quality of training accreditors, meeting the requirements of quality assurance and quality assurance of higher education and colleges of education and the needs of related parties.
- Serve as a basis for quality assurance professional training institutions to develop and organize programs and training for training accreditors.
When Must a Training Accreditor Not Participate as a Member of the Quality Assurance Council at a Pedagogical College?
According to Clause 1, Article 6 of Circular 14/2022/TT-BGDDT, a training accreditor must not participate as a member of the quality assurance council at a pedagogical college when in the following circumstances:
- Currently working for an organization or individual investor of the educational institution registered for quality assurance;
- Have a relative (such as a spouse, parent, child, sibling, or guardian) working or studying at the educational institution registered for quality assurance;
- Has been or is currently a student or staff at the educational institution registered for quality assurance;
- Within the consecutive 24 months before the decision to establish the external review team, the training accreditor has provided self-assessment consultancy for the educational institution registered for quality assurance.
