Training of nominated students
1. Pre-university, college training for nominated students
a) Students required to undergo pre-university training
Students who are eligible for admission by the form of nomination policies for undergraduate and college programs in Vietnam are upper secondary school students required to study for one pre-university year at a pre-university school or at the pre-university department of universities approved to conduct pre-university training;
b) Students not required for undergoing pre-university training
Students who are eligible for admission by the form of nomination policies and pass the entrance exam for undergraduate and college programs in the year of selection do not have to undergo pre-university training and can directly advance to undergraduate and college programs;

2. Undergraduate, college, and intermediate training for nominated students
a) Nominated students are trained within the full-time education system and arranged to study alongside students of the educational institution according to the training major;
b) The duration for the undergraduate program follows the current educational regulations of the Ministry of Education and Training, with a maximum extension of 2 academic years (4 semesters) beyond the designed program duration;
c) The duration for the college-level program follows the current educational regulations of the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs, with a maximum extension of 1 academic year (2 semesters) beyond the designed program duration;
d) The duration for the intermediate program follows the training regulations of the Ministry of Labor, Invalids and Social Affairs, with a maximum extension of half an academic year (1 semester) beyond the designed program duration;
dd) Students who complete the training program within the maximum duration stipulated in points b, c, and d of this clause are entitled to rights and obligations under nomination policies; beyond the maximum duration, nominated students must continue education self-funded, and are not eligible for recruitment and employment placement post-graduation;
e) The organization of training, graduation recognition, and diploma issuance is executed according to the corresponding training level under current regulations of the Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs.
Nominated students are trained within the full-time education system and arranged to study alongside students of the educational institution according to the training major.

What are the funding sources for the training of nominated students in Vietnam?
Under Article 10 of Decree 141/2020/ND-CP, the specific regulation is as follows:
Funding for training of nominated students
Training costs for nominated students are balanced within the annual state budget expenditure estimates of the education, training, and vocational education sector according to state budget management decentralization. Policy scholarships for nominated students are implemented according to Decree 84/2020/ND-CP dated July 17, 2020, by the Government of Vietnam detailing some provisions of the Education Law.
In cases where nominated students are studying pedagogy programs, the support policy for living expenses is implemented according to Decree 116/2020/ND-CP dated September 25, 2020, by the Government of Vietnam specifying the support policy for tuition fees, living expenses for pedagogy students.
Thus, the funding for training nominated students is balanced within the annual state budget expenditure estimates of the education, training, and vocational education sector according to state budget management decentralization.
