Specialized team
1. Management staff, teachers, public employees working in the library, educational equipment, and staff advising students are organized into specialized teams. A Specialized team has a group leader, and if there are 07 or more members, it has a deputy leader. The principal appoints the group leader and deputy leader, who are under the management and direction of the principal.
2. The Specialized team has the following duties:
a) Proactively develop teaching and educational plans according to the subject program, educational activities under the professional responsibility according to the week, month, semester, school year; cooperate with other specialized teams to build the school's educational plans.
b) Propose the selection of textbooks and reference publications for use in the school according to the regulations of the Minister of Education and Training.
c) Implement the education plan of the Specialized team according to the school's education plan approved by the school council.
d) Participate in evaluating and rating teachers according to the professional standards of general education teachers as prescribed by the Minister of Education and Training.
đ) Participate in professional and professional development according to the plan of the Specialized team and the school.
e) Perform other duties assigned by the principal.

What are the principles for selecting textbooks in upper secondary schools in Vietnam?
Based on Article 2 of Circular 27/2023/TT-BGDDT, the principles for selecting textbooks in upper secondary schools in Vietnam are as follows:
- Select textbooks from the list of textbooks approved by the Minister of Education and Training for stable use in upper secondary schools.
- Each grade level selects 01 (one) textbook for each subject, educational activity (including content, elective study topics if any) implemented in upper secondary schools.
- The selection of textbooks must ensure democratic, objective, public, and transparent principles, for the benefit of students.
What is the procedure for selecting textbooks in upper secondary schools in Vietnam?
Based on Article 7 of Circular 27/2023/TT-BGDDT, the procedure for selecting textbooks in upper secondary schools in Vietnam is as follows:
Step 1: The council builds a plan to organize the selection of textbooks for the upper secondary school; assigns tasks to the council members.
Step 2: Organize the selection of textbooks within the Specialized team
- Based on the council's plan and textbook selection criteria, the head of the Specialized team builds a plan to organize the selection of textbooks for each subject structured in the Specialized team, reports to the head before implementation;
- Organize for all subject teachers at the upper secondary school (including full-time, contractual, seconded, visiting, and inter-school teachers) to participate in selecting textbooks for that subject;
- No later than 20 days before the first meeting of the Specialized team, the Specialized team leader organizes for the subject teachers to study the textbooks for that subject, write feedback, and evaluate the textbooks according to the selection criteria;
- The Specialized team leader organizes a meeting with the subject teachers to discuss and vote to select 01 (one) textbook for that subject. If the subject has only 01 textbook approved by the Minister of Education and Training, the Specialized team selects the textbook from that decision without a vote.
The textbook selected must have at least 1/2 (one-half) of the subject teachers selecting it.
If no textbook receives at least 1/2 (one-half) of the subject teachers' votes, the Specialized team must discuss and re-vote; the selected textbook is the one with the most teacher votes in the second vote.
In both votes, if there are 02 (two) textbooks receiving an equal number of the highest votes, the Specialized team leader decides which textbook to select.
The Specialized team's meetings must be recorded in minutes, including full comments, and evaluations of textbooks by participating subject teachers, and signed by the Specialized team leader and the person assigned to record the minutes;
- The Specialized team leader summarizes the results, prepares a list of textbooks selected by the Specialized team, signed by the Specialized team leader and the person assigned to prepare the list.
Step 3: The council meets, discusses, and evaluates the organization of textbook selection by the specialized teams; reviews the specialized teams' meeting minutes; teacher feedback and evaluation of textbooks; consolidates the textbook selection results from the specialized teams into minutes (including comments and evaluations about the organization of textbook selection by the specialized teams; the list of textbooks selected by the specialized teams), the minutes must be signed by the Chairman and the Secretary of the council.
Step 4: The council proposes to the head the list of textbooks selected by the specialized teams in accordance with the regulations.
Step 5: The upper secondary school prepares a textbook selection dossier to send to the Department of Education and Training. The dossier includes:
- Decision to establish the council of the upper secondary school;
- Minutes of the council meeting according to the regulations;
- List of textbooks selected by the upper secondary school.
