Who has the authority to issue higher education degrees in Vietnam?
According to Article 15 of the Regulation on the management of junior high school diplomas, high school diplomas, college of education diplomas, and higher education degrees, which is attached to Circular 21/2019/TT-BGDDT, the provisions are as follows:
Authority to Issue Degrees and Certificates
- The authority to issue degrees is regulated as follows:
a) Junior high school diplomas are issued by the head of the division of education and training;
b) High school diplomas are issued by the director of the department of education and training;
c) Diplomas from the college of education are issued by the head of the teacher training institution or the head of the university with teacher training programs;
d) higher education degrees are issued by the university president, university principal, institute director, head of research institutes with permitted training and degree issuance at corresponding levels;
đ) The university president issues higher education degrees to students from affiliated training and research units (except member universities).
- The director of the department of education and training and the head of educational institutions shall issue certificates to students as regulated.
Thus, the authorities who issue higher education degrees include university presidents, university principals, directors of academies, and heads of research institutes.

What types of degrees are included in the higher education system in Vietnam?
According to Article 15 of Decree 99/2019/ND-CP, which stipulates the system of degrees and certificates for higher education, the provisions are as follows:
Degrees and Certificates in Higher Education
- The higher education degree system includes:
a) Bachelor's degrees are awarded to those who graduate from university-level training programs according to the law, meeting the output standards of level 6 as per Vietnam's National Qualifications Framework and specific, legal regulations of the training institution;
b) Master's degrees are awarded to those who graduate from master's-level training programs according to the law, meeting the output standards of level 7 as per Vietnam's National Qualifications Framework and specific, legal regulations of the training institution;
c) Doctoral degrees are awarded to those who graduate from doctoral-level training programs according to the law, meeting the output standards of level 8 as per Vietnam's National Qualifications Framework and specific, legal regulations of the training institution;
d) Equivalent level degrees as stipulated in clause 2 of this Article.
Degrees for certain in-depth specialized training fields in higher education include medical doctor, dentist, traditional medicine doctor, pharmacist, veterinary doctor, engineer, architect, and some other degrees as per separate regulations of the Government of Vietnam, awarded to those who graduate from the training programs stipulated in Article 14 of this Decree.
Certificates for certain in-depth specialized training fields in national education are awarded to those who have completed training or enhanced educational or career qualification programs regulated or certified by ministries or equivalent agencies, according to national education system regulations for issuing certificates.
Thus, the higher education degree system includes the following degrees:
- Bachelor's degrees;
- Master's degrees;
- Doctoral degrees;
- Equivalent level degrees.
How long does it take to issue higher education degrees in Vietnam?
According to Article 17 of the Regulation on the management of junior high school diplomas, high school diplomas, college of education diplomas, and higher education degrees, which is attached to Circular 21/2019/TT-BGDDT, the provisions are as follows:
Timeframe for Issuing Degrees and Certificates
- The authorized individuals specified in clause 1, Article 15 of this Regulation are responsible for issuing degrees to students within the following timeframes:
a) 75 days from the date of the decision to recognize junior high school or high school graduation;
b) 30 days from the date of the decision to recognize college of education, university graduation;
c) 30 days from the date of the decision to recognize and award the master's degree;
d) 30 days from the date of the decision to recognize and award the doctoral degree.
The authorized individuals specified in clause 2, Article 15 of this Regulation are responsible for issuing certificates to students no later than 30 days from the date of completion of training or advanced qualification improvement programs or passing certificate exams.
While waiting for the degree issuance, students eligible for graduation will be issued a temporary graduation certificate by the educational institution they attended.

Thus, the timeframe for issuing higher education degrees is as follows:
- 30 days from the date of the decision to recognize university graduation;
- 30 days from the date of the decision to recognize and award the master's degree;
- 30 days from the date of the decision to recognize and award the doctoral degree.
