Based on Article 3 of Decision 2045/QD-BGDDT in 2024, the responsibility for implementation is as follows:
Responsibility for Implementation
- The Chairman of the provincial or municipal People's Committee, directly under central authority, decides on:
a) The school year's timeline for preschool, general education, and continuing education appropriate to the local situation.
b) The early start and prolonged school year duration not exceeding 15 days compared to the regulations in Article 1 of this Decision to ensure the accomplishment and completion of preschool, general education, and continuing education programs in the event of natural disasters, epidemics. For special arising cases, report to the Ministry of Education and Training before implementation.
2. The Director of the Department of Education and Training:
a) Decides to let students stay home due to inclement weather, natural disasters, and arranges for make-up classes; ensuring teachers' rest time during the school year.
b) Reports to the Ministry of Education and Training on:
- The preparation situation for the school year and the organization of the school year 2024 - 2025 opening before September 10, 2024;
- Summary of tasks performed, key solutions for the school year 2024 - 2025, and the results of implementing the evaluation criteria.
Thus, the Director of the Department of Education and Training has the authority to let students stay home due to storms. Additionally, the Director of the Department is responsible for arranging make-up classes and ensuring teachers' rest time during the school year.

How many days can students in Vietnam take leave?
Article 12 of Circular 22/2021/TT-BGDDT stipulates students being promoted, reassessed during summer vacation, or not being promoted as follows:
Promotion, Reassessment During Summer, Non-promotion
- Students meeting the conditions below shall be promoted or recognized as completing the lower secondary school or upper secondary school program:
a) The annual conduct evaluation (including reassessment results after summer retraining under Article 13 of this Circular) is rated Achieved or higher.
b) The annual performance evaluation (including reassessment results of subjects under Article 14 of this Circular) is rated Achieved or higher.
c) Do not exceed 45 days of school absence in one academic year (calculated by the 01-day/1-session education plan stipulated in the general education program, including excused and unexcused absences, continuous or non-continuous absences).

- For students with disabilities: The principal shall base on the evaluation results per Article 11 of this Circular to consider promotion or recognition of completing the lower secondary school or upper secondary school program for students with disabilities.
Thus, lower secondary school students, upper secondary school students are allowed to take no more than 45 days off in one academic year (calculated by the 01-day/1-session education plan stipulated in the general education program).

The timeline of the school year 2024 - 2025 is stipulated in Article 1 of Decision 2045/QD-BGDDT in 2024 as follows:
- Earliest start date is one week before the opening day. For grade one, the earliest start date is two weeks before the opening day.
- The opening ceremony is held on September 5, 2024.
- Semester I ends before January 18, 2025, the program completion and the school year ends before May 31, 2025.
- Evaluate the completion of the primary program and recognize the graduation of lower secondary school students before June 30, 2025.
- Complete the admission of classes before July 31, 2025.
- The upper secondary school graduation exam in 2025 is expected to take place on June 26 and June 27, 2025.
