Who establishes and manages the secondary boarding ethnic school?
Based on Article 6 of the Regulation on organization and operation of the secondary boarding ethnic school promulgated according to Circular 04/2023/TT-BGDDT, the management delegation is stipulated as follows:
Management Delegation
1. The secondary boarding ethnic school at the secondary level is established by the Chairman of the Provincial People's Committee and managed by the District People's Committee.
2. The secondary boarding ethnic school with the highest education level being upper secondary is established by the Chairman of the Provincial People's Committee and managed by the Department of Education and Training. The Department of Education and Training cooperates with the District People's Committee to develop coordinated management content and organize educational activities related to Ethnic Boarding Secondary and Upper Secondary High Schools.
3. Friendship School 80, Friendship School T78, and Vietnam Bac Highland Schools are managed by ministries and central authorities, while the Department of Education and Training where the school is located will cooperate for the implementation of programs, graduation exams, and certification issuance.
Thus, according to the regulation above, the secondary boarding ethnic school is established by the Chairman of the Provincial People's Committee and managed by the District People's Committee.
In the case that the secondary boarding ethnic school has the highest education level of upper secondary, it will be established by the Chairman of the Provincial People's Committee and managed by the Department of Education and Training.
What are the responsibilities and powers of the principal of the secondary boarding ethnic school in Vietnam?
Based on Article 8 of the Regulation on organization and operation of the secondary boarding ethnic school promulgated according to Circular 04/2023/TT-BGDDT, the responsibilities and powers of the principal are stipulated as follows:
- Master the policies of the Communist Party and the State on ethnic affairs.
- Organize the implementation of the tasks of the secondary boarding ethnic school stipulated in Article 3 of the Regulations promulgated according to Circular 04/2023/TT-BGDDT.
- Understand the culture, language, customs, and psychological characteristics of minority students in the locality.
- Develop and organize specific educational activities suitable for boarding minority students stipulated in Article 13 of the Regulations promulgated according to Circular 04/2023/TT-BGDDT, Article 14 of the Regulations promulgated according to Circular 04/2023/TT-BGDDT, and Article 15 of the Regulations promulgated according to Circular 04/2023/TT-BGDDT.
- Coordinate with local authorities, agencies, mass organizations, and social organizations in the care, nurturing, and management of boarding minority students.
- Receive training on educational methods, care, and management of boarding minority students.

What is the structure of the secondary boarding ethnic school in Vietnam?
Based on Clause 1, Article 7 of the Regulation on organization and operation of the secondary boarding ethnic school promulgated according to Circular 04/2023/TT-BGDDT, the structural organization of the secondary boarding ethnic school is implemented according to the provisions of Article 9, Charter of Secondary Schools, High Schools and Multi-level Schools promulgated according to Circular 32/2020/TT-BGDDT including:
- School Council; principal and deputy principal; commendation and disciplinary councils; advisory councils;
- Organizations of the Communist Party of Vietnam; Trade Union organizations; Ho Chi Minh Communist Youth Union organizations; Ho Chi Minh Young Pioneer Organization.
- Subject groups; office staff groups; classes; groups serving special educational activities of specialized schools.
Additionally, based on Clause 2 Article 7 of the Regulation on organization and operation of the secondary boarding ethnic school promulgated according to Circular 04/2023/TT-BGDDT, the secondary boarding ethnic school can establish no more than 03 additional groups to assist the principal in carrying out specific educational, care, nurturing, and management tasks for boarding minority students.
The establishment of these groups is decided by the school principal based on the consensus of the managing agency.
Each group has a group leader; if there are 07 or more members, there will be a deputy group leader. The group leader and deputy leader of these groups are appointed by the principal and are subject to the management and direction of the principal.
- Groups serving specific educational activities, care, nurturing, and management of boarding minority students have the following tasks:
+ Proactively build plans for specific educational activities, care, nurturing, and management of boarding minority students by week, month, semester, year; cooperate with other subject groups to build and implement the school’s education plan.
+ Carry out tasks according to the plan.
+ Participate in professional and operational training as regulated.
+ Perform other tasks assigned by the principal.
+ Organize meetings at least once every two weeks and may hold ad-hoc meetings as required by the work or upon the request of the principal. These groups operate on democratic principles, where members assist each other to perform effectively the educational, care, nurturing, and management tasks for boarding minority students.
- Each class of the secondary boarding ethnic school has no more than 35 students.
