Subjects for Universal Preschool Education for 5-year-old Children

The subjects for universal preschool education for 5-year-old children are 5-year-old children who have not completed the preschool education program.

Thus, 5-year-old children who have not completed the preschool education program are the subjects for universal preschool education for 5-year-old children.

In addition, the education program implementing universal preschool education for 5-year-old children is the preschool education program for children aged 5 - 6 years. (Based on Article 5 Decree 20/2014/ND-CP)

What are the standards for recognizing the achievement of universal preschool education for 5-year-old children in Vietnam?

Based on Article 6 Decree 20/2014/ND-CP, the standards for recognizing the achievement of universal preschool education for 5-year-old children are as follows:

- For individuals: Complete the preschool education program.

- For communes, wards, commune-level towns (hereinafter collectively referred to as communes):

+ The rate of 5-year-old children attending class reaches at least 95%; for communes with particularly difficult socio-economic conditions, it reaches at least 90%;

+ The rate of 5-year-old children completing the preschool education program reaches at least 85%; for communes with particularly difficult socio-economic conditions, it reaches at least 80%.

- For districts, towns, district-level towns, cities under provincial administration (hereinafter collectively referred to as districts): At least 90% of the communes are recognized as achieving the standards of universal preschool education for 5-year-old children.

- For provinces, centrally affiliated cities (hereinafter collectively referred to as provinces): 100% of the districts are recognized as achieving the standards of universal preschool education for 5-year-old children.

What are the 10 standards for the preschool education program in Vietnam?

Based on Article 4 Circular 49/2020/TT-BGDDT, the standards for the preschool education program include 10 standards as follows:

(1) The perspective of compiling the preschool education program is implemented according to the provisions of the Education Law 2019, the directives of the Communist Party and the State regarding the renewal of the preschool education program.

(2) The goal of the preschool education program must ensure the comprehensive development of preschool children in terms of physical, emotional, intellectual, aesthetic, linguistic aspects, forming the initial elements of personality, and preparing children to enter first grade.

(3) The content of the preschool education program ensures core applicability to all children, while providing opportunities for children to access educational content that meets the diverse educational needs, suitable with the economic and social development conditions of localities and schools to enhance the quality of education; ensuring the achievement of the preschool education objectives; free from social prejudices related to gender, ethnicity, religion, occupation, age, social status; suitable with the psychological development of children.

(4) The methods of care, nurturing, and education in nurseries must create favorable conditions for children to actively engage, play, and emotionally interact with adults; stimulate the development of senses, emotions, and psychological functions; in kindergartens, it must enable children to play, experience, explore their surroundings through various forms, meeting their interests and needs.

(5) The criteria for children by the end of each age group must concretize the program’s objectives, ensure scientific accuracy, suitable with the developmental psychology of children.

(6) The duration of the preschool education program is designed suitably with the economic, cultural, and social conditions of Vietnam.

(7) The preschool education program must include guidance on educational activities, forms of organizing educational activities, educational environments, and evaluation of children's development.

(8) The preschool education program must stipulate the conditions to ensure the quality of program implementation at preschool education institutions, including: school organization and management; management staff, teachers, and staff; facilities, educational equipment, toys, learning materials, tools, and documents; cooperation between preschool education institutions and families and the community.

(9) There must be regulations on the development of school education programs associated with the culture and practical conditions of preschool education institutions and localities.

(10) Key terms (if any) must be explained; the form and presentation techniques must ensure compliance with current regulations.

What are responsibilities of the commune people's committee in universal preschool education for 5-year-old children in Vietnam?

Based on Article 39 Decree 20/2014/ND-CP, the responsibilities of the commune people's committee in universal preschool education for 5-year-old children are as follows:

- Develop and implement the commune's universal education plan.

- Implement universal education in the locality.

- Propagandize, mobilize organizations and individuals to cooperate with educational institutions in the locality to carry out universal education.
