d) Documents on the universalization of education;

e) Asset and financial management documents;

f) Document management documents;

2. For the specialized teams and the office team:

a) Activity plans;

b) Notebooks recording the content of the specialized teams's activities.

3. For teachers

a) Nurturing, care, and educational plans for child groups and preschool classes;

b) Children's monitoring notebooks;

c) Asset, equipment, and toy monitoring notebooks for child groups and preschool classes.

4. The documents specified in Clauses 1, 2, and 3 of this Article in electronic form may be used instead of paper documents according to a pace suitable to the local conditions, school conditions, the capability of the teachers, and the legality of the electronic documents. The management of electronic documents is regulated by the Department of Education and Training according to the connection standards and data standards of the Ministry of Education and Training.

Who establishes the specialized teams in a preschool in Vietnam?

According to Point d, Clause 1, Article 10 of the Preschool Charter issued together with Circular 52/2020/TT-BGDDT, the following provisions are:

Principal, Vice Principal

1. Principal

a) The Principal is responsible for organizing, managing the activities, and the quality of nurturing, caring, and educating children in the school;

b) The appointed Principal must meet the prescribed standards;

c) The Principal of a public school is appointed by the Chairman of the District People's Committee; the Principal of a private or semi-public school is recognized by the Chairman of the District People's Committee. The tenure of the Principal is 05 years. After 05 years, the Principal is evaluated and may be reappointed or re-recognized. The Principal can work at a public school for no more than two consecutive terms.

d) Duties and powers of the Principal

Establish and organize the school's administrative structure; develop and implement the annual nutrition, care, and education plans; report and evaluate implementation results before the school council and competent authorities; be responsible for explanations when necessary.

Establish specialized teamss, the office team, and advisory councils in the school; appoint team leaders, deputy team leaders; propose school council members to the competent authorities for decision.

Manage the staff, teachers, and employees according to the law and guidance from the education management agency; follow the conduct rules of management officials; develop professional capacity development plans for teachers and employees; encourage and enable teachers and employees to participate in educational innovation activities; participate in recruiting, transferring teachers, and recommend personnel for vice principal appointments.

Manage and effectively use the school's financial and asset resources.

Admit children, manage children, and organize nutrition, care, and education activities in the school; decide on rewards.

Participate in activities with the specialized teams or the office team; directly engage in educational activities for 02 hours a week; self-study, self-train to improve professional competence, management capability; enjoy incentive policies for educators and other preferential policies as prescribed.

Implement grassroots democracy regulations; carry out socialization of education; coordinate organizations and mobilize social forces to participate in educational activities, enhance the school's role in the community.

Thus, the specialized teams in a preschool is established by the Principal.
