Admission for an associate degree

1. Subjects and age: Public Security officers and soldiers in the payroll who have graduated from universities inside or outside the Public Security force, have a need to study to obtain a second university degree to meet the criteria for positions, suitable for their profession and field of work. For those who graduated from universities outside the field and are recruited for Intelligence, Security, and Public Security operations within 24 months from the date of official recruitment decision, units and local Public Security departments shall send candidates to apply for the associate degree at People's Public Security schools.

2. Admission exam: Follow the regulations of the Ministry of Education and Training and the guidelines of the Ministry of Public Security.

3. Admission score: Follow the provisions of Clause 3, Article 8 of this Circular.

+ Decision on sending the officer for study by the Head, Director of the Public Security units, local departments;

+ Original dossier of the officer, soldier;

+ Introduction letter for joining the Youth Union, Communist Party (if any);

+ Salary transfer, military uniform, social insurance certificate (or certificate of not yet issued social insurance);

+ Score report form (for the educational levels with entrance exams);

+ Admission notice from the school;

+ Priority certificate (if any); (1)

+ High school transcript and diploma. (2)

- For Public Security officers and soldiers in the payroll, studying part-time, the enrollment dossier includes:

+ Decision on sending the officer for study by the Head, Director of the Public Security units, local departments;

+ Score report form (for the educational levels with entrance exams);

+ Priority certificate (if any); (3)

+ High school transcript and diploma; (4)

+ Intermediate, college diploma (for those admitted to interconnect courses); university diploma (for those admitted to the associate degree).

- Admission to People's Public Security schools is conducted based on the combination of examining political criteria, moral qualities, academic performance, health, and talents of candidates according to the specific regulations of the Ministry of Public Security with the results of examinations, nominations, and admissions according to the admission regulations of the Ministry of Education and Training and regulations of the Ministry of Public Security.

According to Article 15, Circular 15/2016/TT-BCA, the responsibilities of the General Department of Political Affairs, People's Public Security in the associate degree admission for Public Security are as follows:

- Assisting the Minister in directing and guiding the annual admission work according to the regulations of the Ministry of Education and Training and the provisions of Circular 15/2016/TT-BCA; directing People's Public Security schools, Public Security units, and local governments to resolve complaints and arising issues in the admission process.

- Inspecting and comprehensively inspecting all stages in the pre-admission and admission processes of People's Public Security schools and Public Security units, local governments; having the authority to suspend acts that violate the admission regulations of the Ministry of Education and Training and the provisions of Circular 15/2016/TT-BCA; proposing to the Ministry leadership the handling measures for violating collectives and individuals.

- Annually summarizing and evaluating the organization of the admission work within the People's Public Security force; proposing to report to the Ministry leadership adjustments for arising issues not covered by the provisions of Circular 15/2016/TT-BCA.
