Who are lecturers in higher education institutions in Vietnam? How many titles of lecturers are there?
According to Article 54 of the Law on Higher Education 2012 (amended by Clause 29 of Article 1 of the Law on Amendments to the Law on Higher Education 2018), the regulations on lecturers are as follows:
Lecturers
1. A lecturer in a higher education institution is a person whose personal background is clear; has good qualities and ethics; has sufficient health to perform tasks; has the qualifications meeting the requirements of this Law and the organizational and operational regulations of the higher education institution.
2. The titles of lecturers include teaching assistants, lecturers, senior lecturers, associate professors, and professors. Higher education institutions appoint lecturers according to the law, organizational and operational regulations, job position regulations, and the needs of the higher education institution.
3. The minimum qualification for teaching at the undergraduate level is a master’s degree, except for the title of teaching assistant; the qualification for teaching at the master’s and doctoral levels is a doctorate. Higher education institutions prioritize recruiting doctorates as lecturers; they develop and provide benefits to leading professors to develop training sectors.
4. The Minister of Education and Training stipulates the standards and appointment of lecturer titles; the minimum ratio of permanent lecturers in higher education institutions; the standards for practical lecturers and lecturers in specific specialized training sectors.
Thus, a lecturer is someone who performs teaching and educational tasks in schools, has a clear personal background; possesses good qualities and ethics; has sufficient health to perform tasks, and has qualifications meeting the requirements of the Law on Higher Education 2012 and the organizational and operational regulations of the higher education institution.
The 05 lecturer titles include teaching assistant, lecturer, senior lecturer, associate professor, and professor.

What are the duties of lecturers in public higher education institutions in Vietnam?
According to Clause 1, Article 5 of Circular 40/2020/TT-BGDDT, the duties of lecturers in public higher education institutions are as follows:
- Lecturers are responsible for teaching, guiding, and grading projects and graduation theses; participating in teaching master's and doctoral training programs, and guiding and evaluating master's theses and doctoral dissertations if they meet the required standards;
- Directly participating in building and developing training programs;
- Leading or participating in the compilation of textbooks, reference books, monographs, manuals, translating books, and textbooks from foreign languages into Vietnamese;
- Organizing and participating in scientific research activities; writing and participating in presenting scientific reports at scientific conferences and seminars; participating in evaluating institutional, student scientific research topics, and participating in international cooperation activities and ensuring the quality of higher education;
- Participating in class management, academic advising, or guiding discussions, practice, laboratory, and internships;
- Actively studying and improving political theoretical knowledge, professional skills, and teaching methods; participating in practical activities to improve the quality of training and scientific research;
- Additionally, lecturers also participate in management tasks, Communist Party, and union activities, and carry out other duties according to the organizational and operational regulations of the public higher education institution and other related legal provisions.
What are the professional competency standards for university lecturers in public higher education institutions in Vietnam?
Based on Article 5 of Circular 40/2020/TT-BGDDT, the professional competency standards for university lecturers in public higher education institutions are as follows:
- Mastering the basic knowledge of the subject assigned to teach; having a general knowledge of some related subjects within the assigned training sector;
- Understanding and correctly implementing the objectives, plans, content, and programs of the subjects assigned within the training sector. Being able to determine the practices and development trends of training and research in the specialized field domestically and internationally;
- Effectively and safely using teaching aids, teaching equipment, having effective teaching methods suitable to the subject content; teaching to meet the required standards;
- Having the ability to conduct scientific research; applying scientific, technical, and technological advancements to teaching and assigned tasks;
- Having the ability to apply information technology and use foreign languages in performing the tasks of a lecturer (rank 3).
