According to the Higher Education Institution Standards attached to Circular 01/2024/TT-BGDDT:
DEFINITIONS
- A learner is an individual who is studying and conducting scientific research at a higher education institution, including undergraduate program students, students of specialized training programs awarding qualifications at level 6 or level 7 according to the Vietnam National Qualifications Framework (hereinafter referred to as university students); master program students or students of programs awarding qualifications equivalent to a master’s degree (hereinafter referred to as graduate students); doctoral candidates or students of programs awarding qualifications equivalent to a doctoral degree. Regular learners are those who study in a full-time format at higher education institutions.
- The equivalent number of learners is calculated by multiplying the number of learners by a coefficient specified according to the level, field, and mode of training. The equivalent number of regular learners is calculated by multiplying the number of regular learners by a coefficient specified according to the level and field of training.
- A graduate is an individual who meets the conditions for being awarded a graduation certificate by a higher education institution or has already been awarded a graduation certificate at the undergraduate, master’s, doctoral level, or equivalent qualifications. A university graduate is an individual who completes the undergraduate training program or a specialized training program awarding qualifications equivalent to level 7 according to the Vietnam National Qualifications Framework.
- Full-time lecturers include:
a) Permanent lecturers as defined in the Government of Vietnam’s Decree detailing and guiding the implementation of some articles of the Law amending and supplementing certain provisions of the Higher Education Law;
b) Lecturers on fixed-term employment contracts for a full 12 months per year, with full-time work policies at higher education institutions according to the Ministry of Education and Training’s regulations on the work policies of university lecturers, while not entering into employment contracts of 3 months or more with another employer.

According to Article 3 of Circular 40/2020/TT-BGDDT, the professional ethical standards for university lecturers in Vietnam as follows:
- Dedicated to the profession, maintaining the qualities, reputation, and honor of a teacher; promoting solidarity, respect, and cooperation with colleagues in life and work; being compassionate, tolerant, and kind in dealing with students, graduate students, and doctoral candidates (hereinafter referred to as learners); protecting the legitimate rights and interests of learners, colleagues, and the community.
- Devoted to work; strictly complying with the internal regulations and rules of public higher education institutions and the legal provisions of the sector.
- Fairness in teaching and education, accurately assessing the true capabilities of learners; practicing thrift, combating academic achievements manipulation, corruption, and wastefulness.
- Other professional ethics standards as stipulated by law.
What are educational qualifications for a public university senior lecturer in Vietnam?
According to Clause 2, Article 6 Circular 40/2020-TT-BGDDT (amended by Clause 1, Article 2 Circular 04/2022/TT-BGDDT):
Senior Lecturer (class II) - Code: V.07.01.02
- Duties:
a) Teaching, guiding, and grading projects, graduate theses; participating in teaching master’s, doctoral programs, and guiding, evaluating master’s theses, doctoral dissertations if qualified as stipulated;
b) Leading or participating in the development and improvement of training programs; proposing directives, orientations, and measures for the development of the assigned field or specialty; proactively proposing solutions to improve teaching quality, assessment methods of learners' study and training results;
c) Leading or participating in compiling textbooks for training purposes; leading or participating in scientific and technological tasks;
d) Leading, participating in evaluating proposals, research topics; writing and participating in scientific reports at conferences and seminars; participating in international cooperation activities and ensuring higher education quality;
d) Participating in class supervision, academic advising; guiding discussions, practice, experiments, and internships;
e) Participating in the training of lecturers to meet the professional development needs of faculties or professional fields;
g) Studying, training to enhance political theory, professional expertise, teaching methods; participating in practical activities to improve the quality of training and scientific research;
h) Participating in management, Communist Party work, mass organizations, and performing other tasks according to the organization and operation regulations of public higher education institutions and other relevant legal provisions.
- Educational qualifications and training standards:
a) Possess a master’s degree or higher relevant to the job position, field, or specialty being taught;
b) Have a professional title training certificate for university lecturers.
