Who are eligible to be awarded with the Certificate of Commendation from the Director of the National University in Vietnam?

Based on Article 10 of Circular 29/2023/TT-BGDDT:

Commendation of the Director of the National University

1. The commendation of the Director of the National University is to be awarded or posthumously awarded to individuals who exemplify good adherence to the policies of the Communist Party, the laws of the State, and meet one of the following criteria:

a) Have outstanding achievements, recognized in the emulation movements initiated by the Director of the National University;

b) Achieve numerous accomplishments with substantial influence in one of the fields within the National University or perform noble acts such as rescuing people, protecting property, preventing and mitigating the consequences of natural disasters, epidemics, combating negative behaviors, legal violations, and social evils, setting a good example and being acknowledged and honored by their unit, locality;

c) Have excellent achievements in study and training, scientific research; overcoming difficulties to excel in learning; effectively participating in volunteer, charitable activities for the community validated by competent authorities;

d) Have practical and effective contributions, helping in the development of the National University.

2. The commendation of the Director of the National University is to be awarded to collectives that exemplify good adherence to the policies of the Communist Party, the laws of the State, and meet one of the criteria specified in point a, point b, and point d of clause 1 of this Article.

3. Other cases not specified in clauses 1 and 2 of this Article shall be considered and decided by the Director of the National University based on the recommendation of the Standing Committee of the Emulation - Commendation Council of the National University.

4. The Director of the National University shall not award the commendation of the Director of the National University to collectives or individuals who have been awarded the commendation of the Minister of Education and Training for the same achievements received.

Thus, the commendation of the Director of the National University is awarded to individuals who meet the following criteria:

- Exemplify good adherence to the policies of the Communist Party, the laws of the State;

- Have outstanding achievements, recognized in the emulation movements initiated by the Director of the National University;

- Achieve numerous accomplishments with substantial influence in one of the fields within the National University or perform noble acts such as rescuing people, protecting property, preventing and mitigating the consequences of natural disasters, epidemics, combating negative behaviors, legal violations, and social evils, setting a good example and being acknowledged and honored by their unit, locality;

- Have excellent achievements in study and training, scientific research; overcoming difficulties to excel in learning; effectively participating in volunteer, charitable activities for the community validated by competent authorities;

- Have practical and effective contributions, helping in the development of the National University.

Note: The Director of the National University shall not award the commendation of the Director of the National University to collectives or individuals who have been awarded the commendation of the Minister of Education and Training for the same achievements received.

Does the Director of the National University belong to the organizational structure of the National University in Vietnam?

According to the regulations in Article 4 of the Organizational and Operational Regulations of the National University and its member higher education institutions promulgated under Decision 26/2014/QD-TTg, the organizational structure of the National University includes the Director of the National University.

Who shall appoint the Director of the National University in Vietnam?

Pursuant to clause 3, Article 8 of the Higher Education Law 2012 (replaced by clause 1, Article 2 of the Amended Higher Education Law 2018), the regulations regarding the National University are as follows:

National University

1. National University is a multi-disciplinary, high-quality training and scientific and technological research center that the State prioritizes for development investment.

2. National University has high autonomy in training, scientific research, finance, international relations, and organizational structure. National University is subject to the state management of the Ministry of Education and Training, other ministries and central authorities, and the local People's Committees where the National University is located, within the functional scope as prescribed by the Government of Vietnam and in accordance with the law.

National University is allowed to directly liaise with ministries, ministry-level agencies, agencies under the Government of Vietnam, provincial and central municipal People's Committees to address matters related to the National University. When necessary, the Director of the National University shall report to the Prime Minister of the Government of Vietnam on issues pertaining to the operation and development of the National University.

3. The President of the National University Council and the Director, Deputy Directors of the National University are appointed and dismissed by the Prime Minister of the Government of Vietnam.

Therefore, the Director of the National University is appointed by the Prime Minister of the Government of Vietnam.
