Who are eligible to apply for the full-time university and college program at the People's Public Security schools in Vietnam?
Pursuant to Clause 1, Article 6 of Circular 15/2016/TT-BCA, the applicants eligible for the full-time university and college program at the People's Public Security schools include:
- Officers and soldiers in the payroll of the Public Security who wish to improve their educational level and are nominated for the entrance exam by their respective units or local Public Security offices;
- Citizens performing their compulsory service in the People's Public Security with at least 24 months of service by the month of the entrance exam, who wish to join the program and are nominated by their respective units or local Public Security offices;
- Students with permanent residence registration in the locality where they apply for pre-qualification, who are members of the Communist Party of Vietnam or the Ho Chi Minh Communist Youth Union;
- Citizens who have completed their compulsory service in the People's Public Security or the People's Army within a period not exceeding 12 months from the date of discharge to the date of the entrance exam.

What are the conditions to apply for the full-time program at the Public Security schools in Vietnam?
Pursuant to Clause 2, Article 6 of Circular 15/2016/TT-BCA, applicants must meet the following conditions before registering for the entrance exam:
(1). Educational level:
- Graduated from high school through the formal education system or continuing education. For those who graduated from intermediate education but have not yet obtained a high school diploma, they must study and be recognized as having completed the cultural subjects in the high school education program as stipulated by the Ministry of Education and Training;
- For those specified in point c, clause 1 of this Article, during their high school years, their academic performance must be average or above (as concluded in the school report).
(2). Age:
- For officers and soldiers in the payroll of the Public Security, not older than 30 years (calculated to the year of the entrance exam);
- For students, not older than 20 years; for ethnic minority students, not older than 22 years (calculated to the year of the entrance exam).
(3). Ethical standards, political qualities:
- Regarding ethical standards:
+ For officers and soldiers in the payroll of the Public Security wishing to improve their educational level and nominated for the entrance exam by their respective units or local Public Security offices, they must not be under disciplinary action from reprimand or higher, or in the waiting period for disciplinary consideration;
+ Students with permanent residence registration in the locality where they apply for pre-qualification, who are members of the Communist Party of Vietnam or the Ho Chi Minh Communist Youth Union, during their high school or intermediate education years, must have good conduct reviews of "fair" or higher; unmarried, without children (biological children);
+ Citizens currently or having completed their compulsory service in the People's Public Security or the People's Army, during their service, must annually complete their tasks well or better, with no disciplinary actions from reprimand or higher.
- Regarding political qualities: Must ensure compliance with the Ministry of Public Security's regulations on recruiting individuals into the People's Public Security force.
(4). Health standards:
- Not having chronic or incurable diseases;
- Balanced physique and physical condition;
- No deformities or abnormalities;
- For males, a height of at least 1.64 m and weight of at least 48 kg;
- For females, a height of at least 1.58 m and weight of at least 45 kg;
- For students from KV1 areas (including students entitled to priority policies in admissions under KV1 or those with a permanent residence registration of 05 years in KV1 areas), and ethnic minority students, a reduction of 02 cm in height and 02 kg in weight is allowed.
For citizens currently or having completed their compulsory service in the People's Public Security, or the People's Army, height and weight standards must comply with current regulations on health examinations for selecting citizens to perform obligations in the People's Public Security.
In case Public Security units or local offices require higher standards for height and weight than the general regulations, they must report to the Minister for decision.
What are the principles of enrollment in Public Security schools in Vietnam?
Pursuant to Article 2 of Circular 15/2016/TT-BCA, the principles of enrollment in Public Security schools are as follows:
- Enrollment in Public Security schools must be based on the current enrollment regulations of the Ministry of Education and Training, the regulations and guidelines of the Ministry of Public Security; the requirements of work, combat, and construction of the People's Public Security force; linking personnel planning with training planning to meet the requirements of professional title standards for each officer currently holding or will hold a position after graduation; ensuring quality and quantity; implementing democracy, fairness, openness, and transparency.
- Enrollment in Public Security schools is carried out based on a combination of political standards, ethical qualities, academic performance, health, and talents of applicants as regulated by the Ministry of Public Security, along with the results of exams, nominations, and enrollment review according to the regulations of the Ministry of Education and Training and the Ministry of Public Security.
