Who has the authority to select the Natural and Social Sciences 1 textbook for use in primary schools in Vietnam?
Article 18 of the primary school Regulations issued together with Circular 28/2020/TT-BGDDT stipulates the use of textbooks in primary schools in Vietnam as follows:
Textbooks, teaching equipment, reference materials, and local educational materials
1. primary schools use textbooks approved by the Minister of Education and Training and selected for use in teaching and learning processes in local primary schools by the provincial People's Committee. Teachers and students use textbooks in teaching and learning activities to achieve the goals, educational content, and competencies required for students as stipulated in the general education curriculum for primary schools; the primary school must promptly and fully provide information about the textbooks used at the school for students and their families.

Furthermore, based on Article 12 of Circular 27/2023/TT-BGDDT which stipulates the responsibility of the provincial People's Committee in Vietnam as follows:
Provincial People's Committee
- Based on the criteria for selecting textbooks stipulated in Article 3 of this Circular, specifically stipulate the criteria for selecting textbooks.
- Based on the provisions in Chapter II and III of this Circular, direct the education management agency to guide educational institutions on selecting and using textbooks.
3. Approve the list of selected textbooks for educational institutions in the locality.
- Ensure funding and facilities for organizing textbook selection.
- Publicize and transparently disclose information regarding the selection of textbooks and explain to the public about the decision on the stable use of textbooks in educational institutions in the locality.
- Direct the inspection and checking of the organization of textbook selection according to the law.
The provincial People's Committee has the authority to select the Natural and Social Sciences 1 textbook for use in primary schools in the locality.
What is the process for selecting the Natural and Social Sciences Grade 1 textbook in primary schools in Vietnam?
Article 7 of Circular 27/2023/TT-BGDDT stipulates the process for selecting the Natural and Social Sciences Grade 1 textbook in primary schools as follows:
- Step 1: The council develops a plan for organizing the selection of textbooks in the primary school; assigns tasks to the council members.
- Step 2: Organize the selection of textbooks in professional groups.
- Step 3: The council meets, discusses, and evaluates the organization of textbook selection by the professional groups; verifies the minutes of the professional group meetings; evaluates the textbook review and evaluation forms of teachers according to Clause 2, Article 7 of Circular 27/2023/TT-BGDDT; consolidates the results of the textbook selection by the professional groups into a report (including comments, evaluations on the organization of textbook selection by the professional groups; the list of selected textbooks by the professional groups), with signatures from the President and Secretary of the council.
- Step 4: The council proposes to the head of the institution the list of textbooks selected by the professional groups following Circular 27/2023/TT-BGDDT.
- Step 5: The primary school prepares a dossier of the selected textbooks and sends it to the Department of Education and Training (for elementary and lower secondary levels), Provincial Department of Education and Training (for upper secondary level).
