What is the salary for newly graduated primary school teachers public employees teaching at public schools in Vietnam?

Pursuant to Article 3 Decree 73/2024/ND-CP, the statutory pay rate applicable to teachers is as follows:

Statutory Pay Rate

1. The statutory pay rate is used as a basis for:

a) Calculating the salary on the payroll, allowances, and implementing other policies as prescribed by law towards the subjects specified in Article 2 of this Decree;

b) Calculating operational costs, living expenses according to regulations of the law;

c) Calculating deductions and benefits according to the statutory pay rate.

2. From July 1, 2024, the statutory pay rate is 2,340,000 VND/month.

The third-grade primary school teacher is the rank for newly graduated public employee teachers.

The salary of a public employee teacher is calculated as follows:

Salary = Coefficient x Statutory Pay Rate

Pursuant to Clause 1, Article 8 Circular 02/2021/TT-BGDDT:

Salary Positioning

1. Public employees appointed to the job titles of primary school teachers prescribed by this Circular are applied to the salary table corresponding to the one issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:

a) Third-grade primary school teacher, code V.07.03.29, is applied the salary coefficient of public employees type A1, from the salary coefficient of 2.34 to the salary coefficient of 4.98;

b) Second-grade primary school teacher, code V.07.03.28, is applied the salary coefficient of public employees type A2, group A2.2, from the salary coefficient of 4.00 to the salary coefficient of 6.38;

c) First-grade primary school teacher, code V.07.03.27, is applied the salary coefficient of public employees type A2, group A2.1, from the salary coefficient of 4.40 to the salary coefficient of 6.78.

2. The salary positioning when appointing into the job title rank shall follow the guidance in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs guiding salary positioning when upgrading, transferring, and changing types of officials and public employees and according to current legal regulations. When implementing the new salary policy, the transition to the new salary shall be in accordance with the regulations of the Government of Vietnam.

According to the above regulations, a third-grade primary school teacher is applied the salary coefficient of public employees type A1 from the salary coefficient of 2.34 to the salary coefficient of 4.98, specifically:

A newly graduated primary school teacher public employee teaching at public schools will receive a salary of 5,475,600 VND/month.

Note:

The above salary table applies to teachers in public schools and excludes allowances.

The above salary is the official teacher’s salary. The probationary teacher's salary is 85% of the above salary.

What is the salary for newly graduated primary school teachers teaching at private schools on contract in Vietnam?

Newly graduated primary school teachers teaching at private schools working under labor contract policies will have their salaries negotiated between the teacher and the primary schools, but not lower than the regional minimum wage.

Based on the provisions of Clause 1, Article 3 Decree 74/2024/ND-CP, the monthly minimum wage and hourly minimum wage for employees working for employers according to the region are as follows:

The lowest salary for primary school teachers under contract, teaching at private schools, is determined by region, specifically:

- Region 1: At least 4,960,000 VND/month- Region 2: At least 4,410,000 VND/month- Region 3: At least 3,860,000 VND/month- Region 4: At least 3,450,000 VND/month

Pursuant to Article 26 of the Labor Code 2019:

Probationary Salary

The probationary salary of an employee during the probation period shall be agreed upon by both parties but must be at least 85% of the wage of that job.

According to the above regulations, the probationary salary of an employee during the probation period will be agreed upon by both parties.

Thus, the above salary is the minimum official salary, and the probationary salary of primary school teachers is at least 85% of the official salary.
